Council of Defense to assist and to expedite the for~ation of local councils of defense; an8 V.~EREAS, the City of Bakersfiel~ desireE~ to assist in t~e program of National Defense by coordinating all of its public and private facilities~ resources and activities wit~ the program aforesaid; NOW, TE~:~'0R~, ~E IT 0RD~I~'~D BY THE COU..~CIL 0P THE CITY OF BAI(E~SFIp~.I,D, as follows: Section 1. There is hereby created the Bakersfield. Defense Council. Section 2_A. The Defense Council shall be composed of the }.Cayor, who shell be ex-officio chairman of tl~e Council, the Secretary to the City Attorney, v~hq ~hall }e ex-officic secretary of the Council, and such other local officials and citizens, not exceeding fifteen (l~) in -1- number, as ma~ be appsintcd thereto by the Eayor ~vitl~ the approval of the City Council. The Mayor shall designate one of the members of the Local Defense Council as vice-chair,nan, who shall preside at all meetings of said council in the absence of the ~ayor. The Secretary, subject to the Nayor's direction, shall be responsi- ble for coordinating its activities, keeping its records, conduct- ing its correspondence and Porfor~ning such other duties as the said Council may from time to time require of her. Section ~ The members of s~id Defense Council shall serve for a term of one year and until their successor~ are appointed and qualified. ~ majority vote of all the members of the City Council will be required to remove any member of said Defense Council from office prior to the expiration of his term of office. Vacancies on the Defense Council shall bs filled by appointment by the Nayor, ~ith the approval of the City Council. Section 4__~. It shall be the duty ~~nd responsibility of the Defense Council to coordinate the activities within the city of govern- mental and privats agencies, and of individuals, cooperating in the defense effort~ to stimulate public interest and partici- pation in defense activities; to consider and recommend to appropriate governmental authorities plans for the public safety, health and ~velfare~ to plan a major disaster program~ capable of functioning in a defense emergency; and to perform such other advisory functions as may be requested of it by officials of the city, county, state, and Federal agencies engaged in the defense effort. ~aid Council shall receive, ackno~.~edg~ and appraise proffers of facilities , services and ideas originating v~ithin the community and make appropriate disposition of same; clear infor.nstion concerning defense programs and objectives among cooperating agencies; rccommsnd edJustments or arrangements -2- necessary for pro~pt assimilation of government programs for defense to the apprcpriate officers, departments or agencies; receive requests for assistance from the State'Council of Defense and from Federal defonse authorities and transmit these requests to the proper city authorities or agencies; accu~nulate or assist in the accumulation of information regarding local govern- mental, financial, economic, industrial and human facilities and resources and transmit any such facts, as well as other necessary information, to the State Council of Defense and to Federal defense authorities. Every department, co,mnission, officer, and employee of the City of Bakersfield shall cooperate wit~m and assist the Defense Council so as to enable the Council to acco~r. plish the objectives of this ordinance. The Defense Council shall cooperate with the County Council of Defense for the purpose of coordinating defense activities between the city and the county. SectionS. There is hereby created as permanent commit'~ees of the Defense Council: (1) Committee on Civil Protection, which shall consist of of the Chairmen of the NaJor Disaster Emer- gency and vil Defense Council, created by Ordinance No. 577 New Series, which committee shall consider defense matters relating to the public safety, the protection of civil liberties and the maintenance of la~ and order, including the preparation of a disaster preparedness plan; (2) Committee on Human Resources and Skills, which shall assist in the registration of persons for defense '~ork of all kinds, cooperate ~ith governmental agencies in making plans for defense training of skilled workers and other persons engaged in defense wor~ requiring special training, and analyze and report to the Defense Council on all proffers o~ assistance from private persons and organizations; (B) Committee -B- on Health, Welfare, and Consumer Interest, which shall consider activities designed to contribute directly to the social, physical and economic well-being of the individual and the family, protec- tion from want, protection against unwarranted rise in prices~ (4) Committee on Transportation, Housing, Works and Facilities, which shall consider provisions for defense housing, buildings and structures, works for water supply and transportation, highways, airports end other transportation facilities~ (~) Committee on Public Information, which shall serve all committees of the Council as a medium through which to inform the. public of defense activities, develop plans for the use of newspapers, radio, and other means of public information, and attract and sustain citizen interest and participation in defense work; (6) Committee on Industrial Resources and Production, which shall consider the industrial resources of the city as these relate to defense production and assist in making the ~ost advantageous use of such facilities. The City Council by resolution shall create such other. permanent and such temporary committees of the Defense Council as the City Co~_ncil deems necessary, shall define their duties within the purpose of this ordinance and may abolish any such committee. The chairman of the permanent co~mittees of the Defense Council shall be designated by the Defsnse Council Chairman fro~ among the members of the Defense Council appointed as provided in Section 2 of this ordinance. Members of permanent committees other than the chairman and all members of temporary co~mmittees shall be appointed by the chairmao. of the Defense Council and need not be members of the Defense Co~ncil. Section6. This ordinancs is hereby declared to be an emergency measure necessary for the i~mmediate preservation of the public peace, health and safety, and shall take effect and be in force -4- from and after its passage. The following is a specific state- ment showing the urgency of this ordinance: An emergency exists in the United States and in this State in providing adequate ~!~ti al and Local Defense It is Oh . necessary that ell information be gathered relating to National Defense and to provide for the proper cooperation and coordination of public and privat~ agencies so that adequate local Defense m~y be provided for at as scrly a date as ~ossible. .............. o0o ...........
