AN EMERGENCY ORDINANCE CREATING THE RANK
OF SPECIAL OFFICER IN THE POLICE'DEPART_
MENT OF THE CITY OF BAKERSFIELD.
WHEREAS, national defense and public safety require that
the position and rank of Special Officer in the Police Department
be created immediately,
NOW, THEREFORE, BE.IT ORDAI~ED BY THE COUNCIL OF THE CITY
OF BAKERSFIELD, as follows:
SECTION 1.
There is hereby created within the Police Department of
the ICity of Bakersfield, the position, rank and title of Special
Officer.
SECTION 2.
As many special Officers as are necessary to the protec-
tion of life and property within the City of Bakersfield may be
appointed by the Chief of Police.
SECTION B.
Special officers of the Bakersfield Police Department shall
receive no compensation for their s~rvices from the City of Bakers-
field.
· SECTION 4.
All special·officers· shall serve at the pleasure of the

Chief of 'Police.
SECTION ~.
Special officers shall be governed in their conduct by such
orders as are issued by the Chief of Police, or those to whom such
power is delegated.
SECTION 6.
Special officers shall
have all the powers of a peace officer.

SECTION 7-
This ordinance is hereby declared to be an emergency
measure necessary for the immediate protection of public safety
and property, and to provide for national defense, and shall take
effect and be in full force from and after its passage.
I HEREBY CERTIFY that the foregoing Emergency Ordinance
was passed and adopted by ~he Council of the City of Bakersfield,
at a regular meeting thereof held on the ~ day of December,
1941, by the following vote:
