V~!F~RF~S, the City Council hereby declares that an emergency exists
for the immediate preservation of the public peace, property, safety end
v;elfare, which requires the ~assage of an o~:ergency ordinance requ.irinC
a permit to enter any manhole ~7ithin the City of Bakersfield;

FIELD, as follows:
SECTION 1.
Ordinance No. 337 New Series of the City of Bakersfield, is hereby
amended by adding thereto a section to be kmo~:;n as Section 24-.I-, to read
as' follo~ws:
Section 2~-. No person shall, after the enactment of this ordinance,
remove the cover from or enter any manhole v~ithin the City of Bakersfield,
withBut first having obtained a per,~it so to do from the Superintendent
of Streets of the City of Bakersfield.
Any person ~vho violates the provisions of this ordinance shmll be
~uilty of a misdemeanor·
SECTION 2'.
This ordinance is hereby declared to be an emergency measure ~:~ithin
the meaning of Section 24 of the Charter of tba City of Ba!.'ersfield, State
of California, and necessary for the 'immediate preservation of the public
peace, property, safety and welfare, and shall take effect i~mediately
upon its passage by 'the Council of the City of Bakersfield·

and adopted by the Council of the City of Bakersfield, at a regular
meeting thereof held on 'the Sth day of l.larch, 1943, by the following
