'~FHEREaS, the United States of America is engaged in a state of
war with Germany, Italy and Japan, a~8~~
wHERE&s, it is determined by the Council of the City of Bakers-
field that some provision is necessary to provide for extra compensa-
tion for the officers and employees of the City of Bakersfield for
the duration of said war and for a period of six months thereafter,
and
i~LFa~EaS, such action is deemed necessary to provide for the daily
operation o3 municipal departments, and for the immediate preservation
of the public safety and welfare,
i~',Tk~3EFORE, BE IT 0RDAYI.~D BY THE COUi~IL OF THE CITY OF
Ba~G~R~FIELD, as follows:
SECTION 1.
That there is hereby provided for the officers and employees of
the City of Bakersfield, as set forth and enumerated in Section l~
Emergency Ordinance No. 662 i~w Series, except Subdivision I thereof
(City Nanager), extra compensation of Thirty ($30.00) Dollars per
month to be paid to such officers and employees beginning August l~,.
1944, for the duration of the present war between the United States
of .America and Germany, Italy and Japan, and for a period of six
months thereafter, said extra compensation to be in addition to the
compensation p~ovided for by the regular basic wage rate set forth
in said Emergency Ordinance i~. 662 New Series·
~ECTION 2.
That there is hereby provided for the employees of the City of
Bakersfield as set forth and classified in Section 2 of Emergency
Ordinance 1~o. 662 i·~w Series, extra compensation of fifteen and one-
half (19) cents per hour for each hour worked to be paid to such
employees beginning August 1~, 194~, for the duration of the present
war between the United States of America and German~, Italy and Japan,
and for a period of six months thereafter, said extra compensation
to be in addition t6 the compensation provided for by the regular
basic hourly wage rate set forth in Section 2 of Emergency Ordinance
No. 662 i{ew Series.
SECTION 3-
3mergency Ordinance No. 644 l~ew Series and all other ordinances
or parts of ordlDances in conflict .herewith, are hereby expressly
repealed.
SECTION 4.
This ordinance shall take effect on August 1~, 1944, and shall
remain in full force and effect for the duration of the war between
the United States of America and Germany, Italy, Japan, or either or
all of them, and so long as a state of war exists between the United
States and any other nation or nations, and for a period of six
months thereafter.
SECTION ~.
This ordinance is hereby declared to be an emergency measure
within the meaning of Section 24 of the Charter of the City of B~cers-
field, State of California, and necessary for the immediate preserva-
tion of the public safety and welfare, and to provide for the daily
operation of municipal departments.

a regular meeting thereof held on the 14th day of August, 1944,
