V~S, the City Co~cil hereby declares that ~ emergency
exists for the immediate preservation of the public peace, property~
safety ~d welfare, which requires the passage of an emergency ordi-
nance reg~ati~ traffic upon the public streets of the City of
Bakersfield;

H~SF~LD, as follows:
SECTION 1.
~' That.~'~U~division (a), Section ~2 of Ordinance No. 6~8 New Series
of the City of Bakersfield, be a~ the s~e ls hereby amende~ to
rea~ as follows:
(a) The City Manger is hereby authorized to determine those
streets and ~leys upon which angle parki~, center parking, and left
side parki~ shall be permitted (other than state highways where such
parki~ is prohibited by the Vehicle Code), a~ sh~l i~lcate all
such parki~ reg~ations by placi~ lines upon the s~face of the
roadway indicati~ the angle and place at which parki~ is permitted
a~/or by erecting appropriate signs, and to fix the parking time
allowed thereat.
SECTIO~ 2.
That Paragraph 2, Subdivision (a) of Section 47 of Ordinance
No. 6~8 Yew Series of the City of Bakersfield, be and the same is
hereby amended to read as follows:
2. Yellow shall meanno stopping, standing or parking at an~
time between 7aO0 A. M., and 6:00 P. M., of any day except Sunday for
any purpose other than the loading or unloading of passengers or
materials, provided that the loading or unloadin~ of passengers shall
not consume more than three (3) minutes ~r the loadin~ or unloadln~
of materials more than twenty (20) minutes, except that ~ vehicle
other than taxis, shall park at ar~ time in a yellow zone nmrked
"Taxis 0nly."
SECTION 3 ·
That Section 57 of Ordinance No. 658 New Series of the City of
Bakersfield~ be and the same is hereby amended to read as follows:
57. LIMITED PA/~KING. When authorized signs are in place givin~
notice thereof~ no person shall stops stand or park any vehicle within
the Central Traffic District or within any Business District between
the hours of 8:00 A. M.~ and 6:00 P. ~'.~ of any day except Sunday~
for a period of time longer than specified on said signs.
SECTION 4.
That Section 58 of Ordinance No. 658 New Series of the City
of Bakersfield~ be and the same is hereby amended to read as follows:
58. OBEDIENCE TO TRAFFIC SIGNS. It shall be unlawful for any
operator or pedestrian to disobey the instructions of any mechanical
or electrical traffic signal, traffic sign, municipal or public
utility barrier~ or marks upon the street placed in accordance with
the provisions of this ordinance.
SECTION 5.
There is hereby added to Ordinance No. 658 New Series of the
City of Bakersfield, a new section to be knovm as Section 66~ said
section to read as follows~
66. EARLY NORI~NG PABI~ING LIMITED. Parking is prohibited on
any street or alley for a period of time longer than one (1) hour
between the hours of 1 ~. M.~ and 4 A. ~.~ on any day.
SECTION 6.
There is hereby added to Ordinance No. 658 New Series of the
City of Bakersfield, a new section to be ~nown as Section 67~ said
section to read as follows:
67. RIGHT TURN~ PFaMITTED, WHEN. The City Manager may
designate. any intersection by erecting appropriate signs thereat
where the driver of a vehicle which is stopped as close as practicable
at the entrance to the crosswalk on thenear side of the intersection,
or if none, then at the entrance to the intersection in obedience
to a red or "stop" signal, may make a right turn but shall yield the
right of way to pedestrians and other traffic proceeding as directed
by the signal at said intersection.
SECTION 7.
There is hereby added to Ordinance No. 6~8 New Series of the
City of Bakersfield, a new section to be known as Section 68, said
section to read as foll~vs=
68. TRUCK ROUTES. The City Manager is hereby authorized to
establish over an appropriate street or streets and to designate
by appropriate signs, through traffic routes for the movement of
vehicles of two (2) or more tons capacity designed for carrying
merchandise, freight or material. When any such through traffic
route or routes are established and designated by appropriate signs,
the operator of an~ vehicle mentioned in this paragraph shall drive
on such route or routes and none other except when it is impractical
to do so or when necessary to traverse another street or streets to
a destination for the purpose of loading or unloading, but then only
by such deviation from the nearest freight route as is reasonably
necessary.
SECTION 8.
There is hereby added to Ordinance No. 698 New Series of the
City of Bakersfield, a new section to be known as ~ection 69, said
section to read as follows~
69. VEHICLES TO BE REMOVED b~OM STPRETS. (a) Vehicles
which have been parked or left standing upon any public street or
alley for longer than'one hundred twenty (120) bonsecutive hours,

shall be removed and stored under the direction of the Police
Department of the City of Bakersfield.
(b) In the event any vehicle is removed from a public street
or alley as authorized by paragraph (a) above, the Police Department
shall give the notices as provided in Section ~8~ of the Vehicle Code
of the State of California, and the keeper of ar~V garage in which
any such vehicle is stored may have a lien thereon for his compensation
for towage and for caring for and keeping safe such vehicle and may
satisfy such lien upon compliance with and under the'conditions
stated in Section ~8~ of the Vehicle Code.
SECTION 9.
This ordinance is hereby declared to be an emergency measure
within the meaning of Section 24 of the Charter of the City of Bakers-
field, State of California, and necessary for the immediate preserva-
tion of the public peace, property, safety and welfare, and shall
take effect ~mmediately upon its passage by the Council of the City
of Bakersfield.
