SECTION 3.
Each employee of the City of Bakersfield working under the
classifications hereinafter named shall receive as compensation for
per£orming the work of his or her position or employment' to which he
or she is appointed, the amount set opposite to respective classifica-
tions of employment.
Further or additional remuneration or compensation may be
received by any such employee, as provided by the laws of the State
of California or by the Charter or Ordinances of the City of Bakersfield.

SECTION 40
In the event it becomes necessary, because of the manpower
shortage, for employees listed under SeCtion ! of this ordinance, to
work additional shifts or days over and above their reg~ar shifts or
days~ compensation' for said additional shifts or ~days sh~l be paid
at the same rate as the said additional shift or d~y~bears t° the n~ber
of days in the partic~ar month during which said~ additio~l services
are performed, and at 'the same rate as the reg~ar~m0~t~Y compen~tiOn
received by such employee. In no event~ shall compensation be allowed
for worki~ such additio~l shifts or days without prior authorizatien
from the City Manager that such additional work may be performed.
SECTION ~,
The City Manager sh~l act as Perso~el Director to admi~ster
b~e operation of the salary or wage plan herein contained and his duties~
responsibilities a~ authority shall include the followi~:
1. ~AUTHOHITY TO PLACE OFFICES .A~ ~OYEES. To place any
employee of the City of Bakersfield with less than five years of City
service~ in any salary bracket in the classification affected within
and including the first five.years as set forth in said plan. This
authority shall not extend to members of the Police Department or Fire
Department excepting the position of telephone operator and clerical
er stenographic forces therein. In determining the proper bracket
within the five-year period for such employee, the Perso~el Director
shall take into consideration the previous e~erience and qualifications
of such employee both within the service of the City of Bakersfield
and~ elsewhere~ and shall receive and consider reports on such employee
from the head of the department in which such person is employed.
a tentative salary
~ovided~ that in case of original appointments,
shall be fixed which shall remain in effect for a period of time not
exceeding six months of service. D~i~ said six months, the perse~e1
Director may change said tentative salary to any salary for the
classification included within the first five years of service. Said
salary when established and fixed~ shall'remain in effect until the said
employee~ by reason of required length of service~ shall be entitled to
advance to the next salary bracket.
~ ~ 2. CREDIT FOR PRIOR SERVICE. To determine the number of years
of service to be credited to any employee transferring from one department
to another, such credit being allowed by reason of eXperience gained in
the former department.
SECTION 6.
1. DETE~%INATION OF RaY INCREASES. &fter the salary or wage
for each employee has been first established and fixed under this plant
such employee shall not be advanced to the next salary or wage bracket
before Ju!¥1m~first of any year~ excepting the positions of patrolman and
hoseman during the first year of service~ and excepting employees paid on
an hourly or per diem rate~ except as in this ordinance otherwise provided.
Employees entering the service of the City during the six months
beginning July 1st and ending December-31st of any year~ shall be considered
as having one year of service on the first day of July next succeeding the
~%ate of such employment. Employees entering the service of the City
· shall not be considered' as
between January 1st and June 30th of any year~
having one year of service until the first day o£ July next succeeding
one year from the date of such employment.
2. ~%~HEN ENtPLOYEE TO .&DVANCE. No employee shall advance to the
next salary or wage bracket unless thedepartment head in which such person
is employed recommends to the Personnel Director at least 30 days before
such advancement shall become effective~ that such advancement be allowed~
at which time employees not so recommended~ shall be given notice thereof.
The Personnel Director~ may in his discretion~ approve or disapprove such
recommendations subject to approval by the City Council. In the. event the
department head's recommendation for advancement is sustained by the Per-
sonnel Director and the City council, the employee s rate shall be increased
to the next salary or wage bracket as provided herein. Employees not recom-
mended for advancement may~ after investigation and consideration~ be ad-
vanced to the next salary or wage bracket by the Personnel Director Snbject
to a')proval by the City Co ~il.
~. SERVICE. The word service as used in this Ordinance,
full-time service in any particular

employee for experience not gained in the service of the City of Bakers-
field, or for services performed within the diff-eren~t departments of

4. LAPSE OF SERVICE~ In case~ of a lapse of service of an
employee for a period of time longer than thirty days by reason of
resignation or discharge~ such employee on reentering the service of
~'~e City shall be considered a new employee.
~. INVOLUNTARY SEVERANCE. In case of involuntary severance
from City employ by reason of temporary elimination of a position~
the ~employee returning to such position after reestablishJaent thereof,
shall be .deemed to not have lost his former years of service~ but
shall not be given longevity credit for time absent from service.
6. PRESEi~ SALARY RATE. .any employee, who at the effective
date of this ordinance, is receiving a higher salary~rate than iS
specified under this plan, shall continue to receive said salary rate
until such time as his longevity of service shall entitle him to
advance to 'the next higher bracket, unless said employee be advanced
under the~ Provisions of ~Paragraph i of Section ~ of this ordinanee.
7. TF~PO~ARY .aSSIG~IE~S. any person temporarily assigned
to duties in a classification higher than the one held by said person,
shall be compensated by a rate fixed by the Personnel Director in any
salary bracket in the higher classification within and including the
first five years. The compensation so fixed shall in no case be less
than the rate ~eee~.ived by said person in his regular classification.
This provision shall not apply to persons temporarily assig~'i~to
duties in a higher classification whose names appear .on ~ Civil service
eligible list at the time in effect certifying him for appointment
a position in; the higher classification, nor to persons paid "an h~i~rly
or per diem rate,' Empi~o~ees temporarily assigned to duties :a~ a
department head by official appointment~ shall r~ceive suCl~;~ompensation
as may be fixed by the City Council.
SECTION 7.
Emergency Ordinance No. 672 Ne~ Series,. Ordinance N~. 683
New Series~. Emergency Ordinance No. 686 New Series, and all:~°ther
ordinances-or parts of ordinances in conflict herewith, are hereby
expressly repealed. ..
SECTION 8. ':
This ordinance is hereby declared to be an emergency measure
within the meaning of Section 2~ of the Charter of the City of Bakers-
field~ State of California~ and necessary to provide for the daily
operation of municipal departments~ and shall be effectiv~"On.~., and af'ter
