meas~e witch the meanim~ of ~ection 24 of the C~rter of the City
of Bakersfield~ State of O~ifornia~ a~ necessary to provide for
the davy operation of a mu~cip~ department, aD~ sh~l be effective
on and after the 1st day of September 1947.
