SECTION 1.

master or Jo~neyman pl~ber~ in the City of Bakersfield~ ~ess he
sh~l ~ve obtained a Certificate of Competency as herei~fter pro-
vided for; provided, however, that the provisions of th~s Ordi~nce
sh~l ~t ap~y to persons labori~ as apprentices or helpers~ ~r
to master or Jo~neyman pl~bers who have been previou~y a~/or who
are m~w qu~ified as master or Jo~yman pl~bers by the Bakersfield
Bu~di~ Department; a~ provided~ f~theP, that ~thi~ herein sh~l
be construed to require a Certificate of Competency of a~ owner
before such owner sh~l be ~lowed to perso~ly perform a~ pl~biD~
work upon premises used or occupied by such owner ex~usively for his
perso~ livin~ purposes.
Nothi~ in this section sh~l be construed to require a
Certificate of Competency of a~' person before such person sh~l be
~lowed to construct~ inst~l~ ~ter or replace yard spri~er systems
in the City of Bakersfi~d.
S~TION 2.
That Section 11% of Ordi~nce No. 616 New Series of the City
of Bakersfield~ be a~ the s~e is hereby ~e~ed to read as follows~

or existing plumbing or drainage system, other than a yard sprinkler
system~ in the City of Bakersfield, in whole or in part, unless
such person is the legal possessor of a valid Master or Journeyman
Plumber's Certificate of Competency; or is a Certified Journeyman
Plumber in the employ of the Federal, State, County, City and County,
'or C~'ty governments, includi~ any political subdivisions thereof~
provided, however~ that the work proposed to be done is confined
solely within the premises owned by them, respectively; or is a Certi-
fied Journeyman Plumber, steadily employed in a commercial or indus-
trial establishment to repair and maintain the plumbing and drainage
system of such establishment only; or is an owner who i-~ personally
doing plumbing work upon his own property or premises used or occupied
exclusively for livi~4~ purposes by such owner, and said owner files
with the Department of Building an affidavit sworn to before a
. Notary Public stating and alleging the foregoing facts of ownership
and Occupancy.
SEOTION 3.
That Section 120 of Ordinance No. 616 New Series, be and
the same is hereby amended to read as follows~
120. Pr. UM~ER'S BOND. Before any permit shall be issued
to any person, firm or corporation to construct~ install, alter~ or
change any new or existing plumbing or drainage system, other than a
yard sprinkler system~ in the City of Bakersfield, in whole or in
part, the applicant therefor shall first obtain and file with the
Buildim~ Department of the City of Bakersfield, a Surety Bond in the
amount of One Thousand Dollars ($1,000.00). Said Surety Bond shall
first be approved by the City Attorney as to the form and legality

named therein will comply with the provisions of all ordinances.~
rules and regulations of the Department of Building, rules and regu-
lations of the Department of Health of the City of Bakersfield or
of any other department or agency performing the duties thereof~ and

the laws, and rules and regulations of the Department of Health of
the State of California applicable in the City of Bakersfield, per-
raining to Plumbers, and Plumbing and Drainage Systems. Said Bond
shall contain the further provisions that it inures to the benefit
of any and all persons who may be damaged by reason of any failure
on the part of the person or persons named therein to comply with
such ordinances, rules, regulations, and laws, ampi that persons So
damaged may maintain action thereon against the person or persons
named in. said Bond, and the Surety or Sureties upon such Bond, and
provided, further, that said Bond may be sued am~ recovered upon in
successive actions, until the whole penalty thereof is ex/m. usted.'
The term of said bonds shall not exceed one year, but the
undertaki~ shall be' continued thereafter by furnishing like bonds
annually.
The provisions of this section shall not apply to an owner
who is personal~y doiD~' plumbim~ work upon his own property or premises
used or occupied exclusively for living purposes by such owner.
I HEB~Y CERTIFY that the foregoing Ordinance was passed
and adopted by the Council of the City of Bakersfield, at a regular
meeting thereof held on the 5th day of January, 1948, by the follow-
