BE IT ORDAI~D BY THE cOuNc~ OF THE CITY 0F BA~HSFI~D~
as follows:
SECTION 1' ..
That Section 7 of License Ordinance No. 681~ New Series,
of the City of ~akersfield be and the same is hereby amended to read
as follows:
Section 7. ~CE~IONS .A~ E~N~IoNS.~
(a) Ex-Soldiers~ Sailors and Marines· &ll ex-soldiers~
sailors~ or marines~ who have been honorably discharged from
military or marine service of the United States~ or the Co~ederate '
States~ who are physic~ly unable to obtain a livelihood by manual
labOr~, and who shall be qualified electors of the State of C~ifornia,
shall be permitted to vend, hawk, and peddle any goods~ wares, mer-
chandise, fruits or vegetables (not otherwise prohibited by ordinance
or.law) in the City of Bakersfield~ without paying a license fee~
therefor~ and upon the presentation of his certificate of discharg,e
to the .Chief of Potice~ and showing proof of his 'identity as 2he'
person named therein~ and the 'further proof of his physi.c~ disability~
said Chief of ~lice sh~l~ and he is hereby authoriZed to issue to
said honorably discharged soldier~ sailor or marine~ a permit free'
of charge~ as aforesaid.
(b) Blind. Blind persons licensed by the Bureau of Voca-
tional Rehabilitation in the State Department of Education may be
~rmitted to operate vending stands for the sale of newspapers,
periodicals~ candy~ chewing gum~ -~0bacco products~ pict'ur~-~-~st 'Cards~
and such. other articles as may be approved by said Bureau (and not
otherwis~ prohibited by law or ordinance) in the City of Bakersfield,
without paying a~license~fee therefor. As-used in this section~
the term "blind~person. means a person having not more than ten
percent visual acuity in the better eye with correction. Such
blindness shall be certified by a licensed ~physician and surgeon
who specializes in diseases of the eye? The Chief of Police shall
issue-a Permit ~o such'person upon proof of his qualifications here-

be and the same i~ hereby repealed.
I HEREBY CERTIFY that the foregoing Ordinance ·was passed
and adopted by the Council of the City of Bakersfield at a regular
meeting thereof?held on the 16th day o£ August, 1948, by the follow-
