CALIFORNIA, ORDERING, CALLING, PROCLAIMING,
PROVIDING FOR AND GIVING NOTICE OF A
SPECIAL ELECTION TO BE HELD IN SAID CITY
ON TUESDAY, JUNE 6, 19§0, FOR THE PURPOSE
OF SUBMITTING TO THE QUALIFIED VOTERS OF
SAID CITY A PROPOSITION TO INCUR B0~DED
INDEBTEDNESS BY SAID CITY FOR A CERTAIN
~JNICIPAL IMPROVEMflENT, AND CONSOLIDATING
SAID ELECTION WITH THE STATE PRIMARY
ELECTION TO BE HELD ON JUNE 6, 1950.
WHEP~AS, the council of the City of Bakersfield,
'- California, did on the 3rd day pf April, 1950, by a vote
of more than two-thirds of the members of said Council,
adopt Resolution No. 90 entitled "Resolution of the Council
of the City of Bakersfield, California, determining that
the public interest'and necessity demand the acquisition
and construction'of a certain municipal improvement and
making findings relating thereto," which said resolution
was duly signed and approved by the Mayor of said city and
attested and certified by the Clerk of said city;
NOW, THEREFORE, BE IT ORDAINED by the Council of
the City of Bakersfield as follows:
Section 1. That a special election be held,
and the same is hereby called to be held, in the City of
Bakersfield, California, on the 6th day of June, 1950,
for the purpose of s~bmitting to the qualified voters of said
.. city a propo'sition of incurring indebtedness and issuing
bonds of said City therefor, in the amount hereinafter set
forth, and for bhe object and'purpose set forth in said
resolution.and hereinafter stated.
section 2. That the object and purpose for which
said indebtedness is proposed to be incurred and bonds issued
therefor is as follows:
The acquisition and construction of a certain
municipa.1 improvement, to wit: a sewage treatment
plant, with main trunk sewers and outfall sewer
· leading.thereto, together with the acquisition of
all macline'fy, apparatus, appurtenances and other
property necessary therefor.
SectiOn 3. That the estimated cost of the municipal
improvement desbrtbed in Section 2 hereof is the sum of one
million three .hundred seventy-four thousand five hundred
dollars ($1,374,500.00); that the amount of the principal of
the indebtedness to be incurred therefor is the sum of one
million two hundred thousand dollars ($1,200,000.00); and
that the maximum rate of interest to be paid on said indebted-
ness'shall not exceed four and one-half per cent (4-1/2%) par
annum, payable semiannually..
That if the proposition for the incurring of bonded
indebtedness so submitted receives the requisite number of
vobes, to wit, tWo-thirds of the'votes of the qualified electors
voting at said election,' bonds of said city, in not exceeding
the principal amount stated in such proposition, shall be
'proPosition.
Section 4. That the polls for said election
shall be opened at seven o,clock A.M. of the day of said
election and shall remain open continuously from said time
until seven o,clock P.M. of the same day, when said polls
shall be closed, except as provided in 'Section §734 of the
Elections Code of 'the State Of California.
That on.the ballots to be used at said special
election, in addition to any other matters required by
law, there shall be printed substantially the following:
MARK CROSSES (+) ON BALLOT ONLY WITH RUBBER STAMP;
NEVER .WITH PEN OR PENCIL.
(ABSENTEE BALLOTS MAY BE MARKED WITH PEN AND INK
OR PENCIL. )
INSTRUCTIONS TO VOTERS
To vote on any meas'ure, stamp a cross (+) in the
voting square after the word "YES" or after the
word "N0."' All marks, except the cross '(+) are
forbidden. All distinguishing marks or erasures
are forbidden and make the ballot void.
If you wrongly stamp, tear, or deface-this ballot, re-
turn it to the inspector of election and obtain
another.
On absent voter,s ballots mark a cross (-p)with
pen or pencil.

Said proposition shall be designated on the ballot
used at said election by a letter printed on the left margin
of the square', containing the description of the measure,
as provided in Section 3831 of said Elections Code.
A cross (+)placed in the voting square after
the word "YES" in the manner hereinbefore provided shall be
counted in favor'of the adoption of the question or proposition.
A cross (+) placed in.the voting square after the word "NO"
in the manner hereinbefore provided shall be counted against
the adoption of the question or proposition.
Section 5. That the special election hereby called
shall be and is hereby ordered consolidated with the state
direct primary election to be held within the City of Bakers-
field on Tuesday, June 6, 1950, and within said city said·
elections shall be held 'in all respects as if there were only
one election and only one form of ballot shall be used. Within
the City of Bakersfield the precincts, polling places, voting
booths, and officers of election for the special municipal
election hereby called shall be the same as those provided
for.said s~ate direct primary election within said city. The
said precincts, p~lling places, 'and names of the 'elections
officers will be 'set forth in a notice entitled !'Notice by
Count.y Clerk of time and place of primary election, political
parties entitled to participate therein, offices for which
candidates are to be nominated or elected~ and names and
addresses of candidates," which notice is.to be publi~.he.~

on May 20, 1950 and May 27, 1980, and reference is hereby made

The Board of Supervisors of Kern County is hereby
authorized to canvass the returns of the special municipal
election hereby called. Said Board of Supervisors shall
certify the result of the canvass of the returns of said
election to the Council of the City of Bakersfield who
shall thereupon declare the results thereof.
Section 6. That, except as otherwise provided
in this ordinance, said special municipal election shall
be conducted as 'provided by law for holding the state
direct primary election in said city.
Section ?. That the Clerk shall certify to the
passage and adoption of this ordinance by a vote of more
than two-thirds of all of the members of the Council of
said city, and shall cause said ordinance to be published
once a week for two successive weeks in THE B~KERSFIELD
PRESS, a newspaper of general circulation in said city, printed
and published less than six (6) days a week in said city.
No other notice of such election need be given.
Section 8. This ordinance shall constitute the
proclamation of the election hereby called and no other
proclamation of said election need be made.
Section 9. The Clerk shall cause a copy of this
ordinance to .be Posted as provided in Section I of Ordinance
No. 527 N.S. of said city.
