HomeMy WebLinkAboutORD NO 915 EMERGENCY ORDINANCE NO. 915, NEW SERIES AN EMERGENCY ORDINANCE AMENDING SECTIONS 3 AND 8 OF ORDINANCE NO. 879, NEW SERIES 0F THE CITY 0F BAKERSFIELD. WHEREAS, since the last amendment to the basic salary ordinance of the City of Bakersfield the cost of living has risen substantially, and is continuing to rise; and WHEREAS, during the same period wages and salaries in private industry have been raised to meet the increased cost of living while wage and salary rates for City officers and employees have remained relatively stationary resulting in greater inequality between compensation paid in private and public employment, and as a consequence some employees of the City are now seeki~ better paying positions in private business and industry; and WHEREAS, because of lower salary scales, the City is experiencing increased difficulty in securing qualified personnel to fill vacancies in the City service; and WHEREAS, this Council hereby finds and determines that an emergency exists making it necessary to provide for the immediate preservation of the public health, peace, property and safety and for the daily operation of the municipal departments; NOW, THEREFORE, BE IT ORDAINED by the Council Of the City of Bakersfield as follows: SECTION 1 Section 3 of Ordinance .No. 879, New Series, is hereby amended to read as follows: Section 3. The basic compensation plan shall consist of the various schedules hereinafter listed in this section. Each such schedule shall include six (6) steps or rates of pay except that the schedu-le-for uniformed members of the Police and Fire Departments shall include five (5) steps or rates of pay. Sergeant--Police *Drill Masters shall be paid an additional $15.00 per month while serving in such positions. --6-- .(c) The below listed clas'ses of employment shall not be allocated to a compensation schedule but shall be compensated at the single rates indicated:: Class .- Rate Per Month Refuse COllector $247.00 Refuse Truck Driver $293.00 (d) Except as otherwise herein provided, all officers and employees of the City of Bakersfield shall be compensated at a monthly rate. The compensation schedules contained in Section 3 hereof are monthly compensation schedules. (e) Except as provided in subsection (f) below, every officer and employee of the City holding a position allocated to a compensation schedule as provided in this section, shall be placed in the same salary step in the new schedule to which his position is allocated by this amendment as he would have been placed in the schedule to 'which his position was allocated previous to this amendment on the effective date hereof, had this amendment not been adopted. Service in said salary step in the old schedule shall be considered tlhe same as service in said salary step in the new schedule for all purposes. (f) The City Council may by resolution place an officer or employee of the City in a step in the salary schedule' to which his position is allocated by this amendment different from that provided by' subsection (e) above, when it finds and determines that such action is Justified by the nature of the position held by such officer or employee and the individual capabilities and experience of the officer or employee involved, and is in conformity with the objects and purposes of the basic salary plan. Any officer or employee so placed shall be paid the salary fixed for suc~' ~9~p " until he adwances to the next higher step, if any, pursuant to this ordinance. 'rime of service necessary for advancement to the next highest step shall be computed from September 1, 1951. -7-- SECTION 3 This ordinance is hereby declared to be an emergency measure within the meaning of Section PJ~ of the Charter of the City of Bakersfield, and shall take effect immediately upon its passage; however, the salary rates established for officers and employees of the'City pursuant to the provisions of Ordinance No. 879, New Series, prior to this amendment shall continue to apply to services rendered for the City of Bakersfield during the month of August, 1951 and the salary rates established by this amendment shall apply to services rendered for the City of Bakersfield on and after September l, 1951. ---O00--- i HEREBY CERTIFY that the foregoing ordinance was passed and adopted by the Council of the City of Bakersfield at a regular meeting thereof held on the 27th day of August, 1951, by the following vote: AYES.: CARNAKIS, MORELOCK, 'SAUNDERS, SHURLEI', SULUVAN, VANDERLEI, VEST NOES: .........
