AN EMERGENCY ORDINANCE AMENDING ORDINANCE
NO. %01 NEW SERIES OF THE CITY OF BAKERS-
FIELD, BY ADDING THERETO A NEW SECTION TO
BE NUMBERED 2.2.
WHEREAS, since the adoption of Ordinance No. 501 New Series,
which ordinance adopts a zoning or districting plan for the City,
territory has been annexed to the City which has not been included
in said zoning or districting plan, and
WHEREAS, from time to timm, other territory will be
annexed to said city, which at the time of annexation will not be
subject to said zoning or districting plan, and
WHEHEAS, the City Planning Corm~ission and City Council have
undertaken the prepa~ation of a new land use plan and zoning ordinance
including those territories, recently -nnexed to the City, as well
as other portions of the City, and any territory hereafter annexed
will be included in said plan and zoning ordinance, and
WHEREAS, owning to the necessity for careful studies and
thorough analyses of the facts in the preparation of said plan and
ordinance, considerable time will necessarily elapse before said plan
and ordinance will be ready for consideration and adoption by the
City Council, ~md
WHEREAS', large numbers of persons will, unless restrained,
obtain building permits and commence immediate construction of
buildings and structures which will not conform to the provisions of
said plan and ordinance and which will tend to defeat the operation
of the same, which action will result in a permanent and irreparable
injury to the City of Bakersfield and to the inhabitants of the
districts in which such buildings and structures are erected, and
will hamper the future growth of the city and impair the welfare of
its citizens and inhabitants, and
WHEREAS, upon the basis of the aforementioned facts this
Council hereby finds that an emergency exists making it necessary to
adopt certain regulations of an interim nature affecting that
territory now included in the City of Bakersfield but not yet zoned
and also any territory which may hereafter be included within the
boundaries of said city until the same is otherwise zoned, to provide
for the immediate preservation of the public health, peace, property
and safety.
NOW, T~EREFORE, BE IT ORDAINED by the Council of the City
of Bakersfield, as follows:
SECTION 1.
Ordinance No. 501 New Series of the City of Bakersfield is
hereby amended by adding thereto a new section, to be numbered 2.2,
said section to read as follows:
Section 2.2. Territory Not 0th~rwise Zoned. Ail property
now or hereafter included within the boundaries of the City of
Bakersfield, which has not been included, in any district pursuant
to any other provision of this ordinance is hereby classified as
and included in an R-1 (1-Family Residential) District and all such
territory shall remain in said R-1 District until otherwise classified
pursuant to the provisions of Section 18 thereof.
SECTION 2.
This ordinance is hereby declared to be an emergency ordinance
within the meaning of Section 24 of the Charter of the City of
Bakersfield, and shall take effect immediately upon its passage.

I HEREBY CERTIFY that the foregoing Emergency Ordinance
was passed and adopted by the Council of the City of Bakersfield
at a regula~ meeting thereof held on the 17th day of September,
1951, by the following vote:~
