REQUIRING. APPEARANCE .BEFORE. !COMMISSIONS AND TRIAL BOARDS;
MAKING THE` FAILURE TO ATTEND 'UNDER SAID SUBPOENA A MISDE-
MEANOR, ' AND PROVIDING A PENALTY THEREFOR:
WHEREAS, there are'. no provisions in "the 'ordinances or charter
