WHEREAS, since the adoption=.6f said Charter, drastic ec:bn-

WHEREAS; this Council =believes"that -in keeping with. the::
:'present .financ3 al and economic" status of •our .community, and for the''
-purpose"- of ' inducing a greater .number of civic minded citizens to
compete' for. the office 'of 'councilman who othe.rwise- could not afford
to meet tYie' demands placed upon 'thei by the duties imposed by 'that
