"' BE IT ORDAINED by the Council of the ~Ci.'ty of Bakersfield,.. as follows: Public interest, necessity and welfa~$"~'equire, the at.tend- slice by rep~esentatives of the City.'of Bakersfield at meetings.and conferences of commissions, departments and officials· of "the state. of Callfornia~ of othe~ public agencies and of organizat~ons such as the S~ate Highway Commission, the Public Utilities Commission, the State Chamber of 0ommerce, the League of Call£o~nia Cities and subdivisions, other assootations of city officials, and othe~ organ- Izations wher.~, in the Judgment of such City representatives, mat~ers of intePes$ ~ad concern to the City of Bake~sfield are likely to'be discussed. The City Council 'hereby finds and'.deClares that i't' is part 'of the official duties of the' following named'offiee~s and employees to ,attend as representatives of such Ciiy, such of the.. .. meetings or conferences of the agencies, organizations and officials.. heretofore nmaed or hereafter designated by said Council, as in t~e'.' SECTION 2. ' Whenever any such officer or employee, uses any City-owned · ~" "'Vehicle in the performance of any official duty under ..the Charter or ordinances of the City, such officer or employee shall cause a record to be kept of out-of-pocket expenditur'es made b~' said official· Or emplOyee in the operation of such vehicle, and upon presentation.of a claim therefor and the approval thereof by the Council, a che.9 shall be iss~.ed to reimburse such officer or employee for the amount of such claim as approved. The Mayor, as chief executive officer of t/~_e City, .and. the " City Manager as chief administrative officer of the City, shali be entitled to the use of a City-owned vehicle in the performance of their official duties within or without the City; such vehicles Shall be at their disposal at all times, and they shall likewise be reimbursed for out-of-pocket expenses incurred in the operation thereof. 4.
