AN EMERGENCY ORDINANCE AMENDING SECTION
24 OF ORDINANCE NO. 1246, NEW SERIES OF
THE CITY OF BAKERSFIELD, BY ADDING THERE-
TO A NEW SUB~EOTION TO BE NUMBERED 43.1,
PERTAINING TO NEWSPAPERS.
WHEREAS, the City Council hereby declares that an emergency
exists making it necessary to provide for the daily operation of
a municipal department, to wit: That it is necessary to make certain
changes in the ordinance governing the collection of license taxes
in the City of Bakersfield, by the License Tax Collector.
NOW, THEREFOHE, BE IT ORDAINED by the Council of the City of
Bakersfield, as follows:
SECTION 1.
That Section 24 of License Ordinance No. 1246, New Series
of the City of Bakersfield is hereby amended by adding thereto a
new subsection to be numbered 43.1, which subsection shall read as
follows:
43.1. Newspapers - For the business of publishing or dis-
tributing a daily newspaper, including incidental and related com-
mercial printing, the license tax shall be $2~0.00 semiannually.
This section shall apply only to daily newspapers with wire services
and news gathering media, and with distribution principally to paid
subscribers. Ail other newspapers shall pay a license tax determined
by gross receipts as provided in Section 23 or Section 26.
SECTION 2.
This ordinance is hereby declared to be an emergency measure
within the meaning of Section 24 of the Charter of the City of
Bakersfield, State of California, and necessary to provide for the
daily operation of a municipal department, and shall be effective
from and after the 1st day of July, 1960.

I HEREBY CERTIFY that the foregoing Emergency Ordinance
was passed and adopted by the Council of the City of Bakersfield
at a regular meeting thereof held on the 20th day of June, 1960,
by the following vote:
