13 OF THE BAKERSFIELD MUNICIPAL CODE PROVID-
ING FOR LIMITATIONS ON THE USE OF ADVERTISING
STRUCTURES~ ADVERTISING DISPLAYS AND SIGNS,
ADJACENT TO FREEW~MS WITHIN THE CORPORATE
LIMITS OF THE CIT~ OF BAKERSFIELD, AND PROVID~
ING PENALTXES FOR THE VIOLATION THEREOF°
WHEK~AS~ the California State Department of Public Works
Diwision of Highways ~nd the City of Bakersfield are engaged in
the development of freeways within the City limtts~ designed and
arranged fo:m the movement of large volumes of vehicula~ t~afftc
efficiently and safely at high speed, and
WHEREAS~ advertising structures and signs erected adjacent
to a f~eeway for the p~imary purpose of being viewed therefrom
divert the attention of ~otorists from the operation of vehicles
and distract their attentioo~ and
WHER.EAS~ the erection and maintenance of such advertising
structures~ advertising displays and signs create a hazardous
condition all to the detriment of the public health~ safety and
welfare o
NOW2 THEREFORE.~ BE IT ORDAINED by the Council of the City
of Bakersfield~ as follow~E
