RESOLUTION DETERMINING THAT THE RIBBON
BOARD AND CONTROL SYSTEM FOR THE RABOBANK
ARENA CANNOT BE REASONABLY OBTAINED
THROUGH THE USUAL BIDDING PROCEDURES AND
AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE
WITH BIDDING THEREFORE AND PURCHASE SAID
EQUIPMENT FROM DAKTRONICS, INC., IN AN AMOUNT
NOT TO EXCEED $1,210,000.00.
WHEREAS, Rabobank Arena is currently out of advertising space within the
Arena bowl; and
WHEREAS, in an effort to increase advertising space and thus advertising
revenues, it is necessary and appropriate to purchase and install an LED Ribbon Board;
and
WHEREAS, installation of a Ribbon Board will provide an opportunity to
significantly increase the Arena's advertising revenues; and
WHEREAS, the scoreboard and video board currently in place were designed
and installed by Daktronics, Inc., which also supplies their parts; and
WHEREAS, the Arena currently has a Venus 7000 control system that operates
the scoreboard and video board; and
WHEREAS, the current scoreboard, video board, and Venus 7000 control
system, having been designed and installed by Daktronics, Inc., are compatible with the
proposed ProAd Video Plus Display LED Ribbon Board and accompanying Venus 7000
Rack Mount Control System; furthermore, both Venus 7000 control systems can be
operated through one computer; and
WHEREAS, only Daktronics, Inc. can supply a Ribbon Board and control system
that can be fully integrated into the existing scoreboard, video board, and current control
system,
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The above-recitals are true and correct and are incorporated herein by
reference.
2. The ProAd Video Plus Display LED Ribbon Board and Venus 7000 Rack
Mount Control System can only be reasonably obtained from one vendor (Daktronics,
Inc.) because of the need to successfully integrate such equipment into the existing City
system (the Daktronic scoreboard, video board, and control system).

3, The Finance Director is authorized to dispense with bidding, in
accordance with Section 3.20.060 of the Bakersfield Municipal Code.
4. The expenditure of funds for such equipment shall not exceed One Million
Two Hundred Ten Thousand Dollars ($1,210,000,00).
