AN ORDINANCE OF THE COUNCIL OF THE CITY OF
BAkERSFIelD AMENDING THE TEXT OF THE ZONING
ORDINANCE, TITLE 17, CHAPTER 17.44, SECTIONS
17.~.020 AND
BE IT OF, DAINED by the Council of the City of Bakersfield
as follows:
SECTION
That Chapter 17.44 be amended to read as follows:

Sections:
17.44.010 D archi~ectural design zone.
17.~.020 Architectural s~ndards.
17.44.030 Approval of plans--Procedure.
17.44.010 D architectural design zone. Land classified in
a "D" zone shall also be classified in another zone and the
followir~ regulations shall apply in the '~" architectural design
zone unless othe~ise provided in this title. (Ord. 1010 Sec. 1.~.00;
June 1, 1954).
17.~.020 Archi~ectural standards. In order that buildings,
structures, signs and landscapin~ will be in harmony with othe_~
structures and improvements in the area, ~b. ere there is an inde-
pendent finding by the Planning Comm~ssion that health conditions,
safe2y condi~ions, lightin~ conditions, noise conditions ~ traffic
cond~ions, an economic benefit to ~he entire connnunity of
ind~vidual nuisance conditions ~arrant the application of '~"
' z~i~g, all of the following i~ems shall be considered:
1. The height, hulk and area of build~ngs
2o The setback distances from all property lines
3° The colors and m~erials on ~he exterior
The type and pitch of roofs
$0 the size and spacing of w~ndovs, doors and other
openings
6. The size, type and location o£ signs
?. Towers, chimneys, roof structures, flagpoles, radio
and telev~ston ~tst:8
8. Plot plan, landscaping and automobile parking areas
9. The Felation to the existing buildtnss and structures
in the seneral vicinity and area
10o The relation in appearance and design of buildings
and .structures to existing public buildings and
structures and to the proposed municipal auditorium.
17o~o030 Approval of plans--Procedure. ~ere~ the Planuin~
Comm~ssion has made an independent findin$ of the necessity of
imposing architectural control for one or more of the reasons set
out in the opening paragraph of Section 17.~.020 of this chapter,
plans of the exterior architectural design and appearance of all
btcLldings and strut--s, plot plans, landscape plans, advertis~ng
8i~n plans, park~ns area plans and building setback plans shall
be subject to the approval of the Planning Comm~ssion in order
that the proposed bu~ldin~8, structures, signs and landscaping
be in harmony vith other structures and flnprovements in the area.
In the event it 18 determined that such proposed structures
are inharmonious in appearance ~r~th the surroundings, the Planning -
Conm~ssion shall confer eith the applicant in an endeavor to have
the plans cban~ed so Chat the structures ~r~ll be ha~nonious in
appearance with the surroundin~s. In case the applicant i8 not
satisfied w~th the action of the PlannfAs C~ssion, he may,
within thirty (30) days after such actton~ appeal in witin~ to
the City Council. Said City Council shall hold a public hearing
..... ..o~.. said .appeal and shall render its decision thereon u~.Lthin
thirty days after the filins thereof. Upon approval by the City
Council, the btELlding permit shall be issued provided all other
requirements of law have been complied w~th. (Ord. 1010 Sec.

This ordinance shall become e£fecVive thirVy days from
and after the date of its passage.
