Nm~I~P~ CODE OF THE CITY OF BAKERSFIELD
ESTABLISHIN~ A "POLT~E RESERVE'~ AND PRO°
VIDIN~ FOR ITS USE AND CONTROL.
BE IT ORDAINED by the Council of the City o£ Bakersfield
that Chapter 3.98 is hereby added to the Municipal Code o£ the City
of Bakers£teld to read as follows:
Chapter 3.98
POLICE RESE~S
Sections ..
3.98.010 Es~abltshnmnt of, P, ol~ce, Reser,v,,,e. A Police
Reserve, heretna£ter called 'lteserves', is hereby established as a
voluntary organization composed o£ persons appointed by the Chief
of Police, hereina£ter called the '*Ghie~*, said persons to serve
gratuitously as a unit .'o£ the Police Depar~nent of tb~ City of
Bakersfield to assist regular police officers in law enforcement
and the nm~ntenance of peace and order during the temporary
congregation of large n~nubers of persona under conditions which
nmke tt impracticable to ~umish adequate police protection solely
by means of regular police officers.
3.98.020 _Chief o~. Police ~.o. h~.ve control. Subject to
the provts~on.s of this ordinance the Chte~ shall have complete
authority and control over the Reserves. He may appoint as members
thereof any persons whom he deems to be qualified and he may reject
any application £or membership. He shell provide for the training
of candidates for membership and for the further training of
· members_~n.&ll, fields-of po~tce activity and,~ ~o~ that .purposs,..

this organization is open to both men and women. Uhenever the male
sex is re£erred to in this ordinance it shell be construed tO in-
clude both male and female.
3.98.030 Methods. o~, appotntmen,t. Ho person shall
become a member o£ the Reserves until he has taken the

Chief. M~en so qualified and selected, he shall then be s~orn
by the Chief, or by ~he Chte£ts representative, as a member o£ ~he
Reserves.
3.98.0&0 D~,ties. In order to effectuate the purpose
of the ~serves the Chief may, by order, establish rules and
regulations to govern the Reserves, including the £txing o£ specific
duties of its member8 and ~he providing for the maintenance of
discipline. He may change such orders from time to time.
3.98.050 Iden.~tftcatton. An identification card, badge
and cap piece, and ouch other insignia or evidence of' identification
as the Chief may prescribe, shell, be issued to each member who
umst carry the card at all times. Each member must surrender all
city property issued to him upon the termination of his membership.
3.98.060 Removal f .r.~.n. membe.rship-orest~nat~on. The
membership of any person in the Reserves may be terminated by the
Chief at any t~m~, and any such member may resign from the Reserves
at any time upon nott~ytn~ the Chief in writin~ of his rest~r~atton.
,. 3.98.07.0 _Carryin~ .of f.~rearms. Ho member of the
Reserves shall carry any firearm until he has qualified for, and
received, a ~un permit signed by the Ch~e£. All members o£ the
Reserves shall carry ~he regulation police baton.
3.98.080 P~..ower of arrest--a, uthortty to, .d. trect
A member o£ the Reserves when on duty as assigned by the Chief,
shall have the authority given officers of the Police Depart~nent
to direct traffic, and shall have the same power o£ arres~ granted
a regular member of the Folice Depar~nent, subject to any

3.98.090 .D. tui.nishtn~ the force. Subject to the
provisions of Section I hereof, the Chief may, by order, diminish
or expand the .mem_nbershtp of the Reserves as may be required.
3.98.100 FaX.se P. ersonatton. Xt shall be a misdemeanor,
punishable by J~npr~sonment for not to exceed 8~x months or by fine
not to exceed $500.00, or both, for any person, not a member of
the Reserves ~
(a) to wear, carry, or d~splay a Reserve identification
card, bad, e, cap piece or tns:Ls;nt~ or
(b) in eny m~uner to represent himself to be connected
w~th the Reserves.
3.98.110 ..Un~form. The uniform for members of the
Reserves shall be similar to the un~form worn by members of the
regular Police Depa~t:nent, with an ~dent~y~nf~ ~nsts;ne to be
prescribed by the Chief of Police.
