HomeMy WebLinkAboutORD NO 1784 ORDINANCE NO. 1784 NEW SERIES AN ORDINANCE AMENDING CHAPTER 17.56 OF THE MUNICIPAL CODE OF THE CITY OF BAKERSFIELD PERTAINING TO AUTOMOBILE PARKING REQUIRE- MENTS. BE IT ORDAINED by the Council of the City of Bakersfield as follows: SECTION 1. That Chapter 17.56 (Automobile Parking Requirements) of the Municipal Code of the City of Bakersfield is hereby repealed. SECTION 2. That a new Chapter 17.56 is hereby enacted to read as follows: Chapter 17.56 AUTOMOBILE PARKING REQUIREMENTS Sections: 17.56.010 Off-street parking facilities required. 17..56.020 Schedule .of off-street parking requirements. 17..56.030 Off-street parking requirements - backing onto street prohibited. 17.56.010 Off-street parking facilities required. For each new dwelling, new multiple dwelling, new business or new industrial establishment or other new structure, or for any change in any use of any existing ~tructures, there shall be provided and maintained off-street parking facilities to accommodate the motor vehicles required by the use of the property or structure as set forth herein. The minimum individual parking space size shall be 8~ feet by 20 feet, including adequate space for ingress and egress. Where after computing the number of parking spaces for a structure, there appears a fractional requirement of 1/2 of more of a parking space, one (1) full additional parking space shall be required. If after such computation, the fractional requirement for a given number of units is less than 1/2 of a parking space, no additional space shall be required for that fractional parking space· Ail parking for residential uses shall be on the same lot. Parking for all other uses shall be within 500 feet of subject property. 17·56.020 Schedule of off-street parking requirements. Off-street parking facilities shall be provided and maintained for the following specified uses or facilities as follows: Required Off-Street Specified Use Parking Facility _ One-family & two-family dwellings 1 space per dwelling Multi-family dwellings - 6 units or less 1 1/3 spaces per dwelling Multi-family dwellings - 7 units or more 1 1/2 spaces per dwelling Multi-family dwellings - 3 or more 2 spaces per dwelling bedrooms Hospitals, sanitariums, asylums, club 1 space per bed hotels, boarding and rooming houses Nursing and convalescent homes, rest 1/2 space per bed homes and homes for the aged Hotel and motels 1 parking ~pace per Additional parking required for meeting sleeping unit rooms, restaurants, bars and office space Delicatessens and take out food (not to 1 parking space for each be eaten on premises) 300 square feet Retail shops, general co~Lm~ercial (other Minimum of 5 parking than listed) and auto repair spaces required Restaurants, bars, skating rinks, public 1 parking space for each gyms, dance halls, and swimming pools 100 s~uare feet of floor (poe~_~nd deck area) space Lodge halls, banquet rooms, churches, 1 parking space for each funeral homes, mortuaries,.sports arenas, 5 seats provided. Manufacturing, wholesale plus 1 space per 500 sq. ft. for office space for above 1 space per 300 sq. ft. Banks and general offices 1 space per 300 sq. ft. Medical offices 1 space per 200 sq. ft. Beauty and barber shops 1 space per 100 sq. ft. or Minimum of 2 spaces for each barber or styling chair whichever is greater Contractor's storage yards, public 1 space for each perma- utilities, service yards, public nently assigned company buildings and grounds other than vehicle plus 1 space per administrative offices (An employee is each two employees on the defined as a person stationed or maximum working shift working out of the storage or service yard) Required Off-Street Specified Use Parking Facility Nursery sales, vehicle sales areas, 1 space per 4000 square trailer and camper sales areas, boat feet of inside or outside and farm machinery sales areas sales area Electric distribution sub-stations No parking required electric transmission sub-stations, gas regulator stations, public utility pumping stations and automatic communications equipment buildings where there are no permanent employees assigned Veterinarian hospitals and clinics 1 space per 500 sq. ft. With a minimum of one and 1/2 parking spaces per each employee 17.56.030 Off-street parking re~uirements--backin~ onto street prohibited. In no event shall any parking provided pursuant to this chapter be situated in such a way that vehicles entering the parking area required by this chapter shall be required to back onto any street or thoroughfare in order to leave said property. This provision shall not be applicable to any private residence in an area zoned for private residences. On streets which have not been designated by the Traffic Authority as major arterials or collector streets the Traffic Authority is hereby granted the power to permit backing onto such streets for multiple dwellings where that backing has been permitted a preexisting multiple dwelling and where such backing will not create a serious or dangerous traffic hazard. SECTION 3.
