AN EMERGENCY ORDINANCE OF THE CITY OF BAKERSFIELD
AMENDING SECTION I1.04.740 OF THE MUNICIPAL CODE
SETTING SPEED LIMIT ON SOUTH CHESTER AVENUE.
WHEREAS, with the opening of the new school on Planz
Road east of South Chester Avenue, there will be approximately 150
to 200 students crossing South Chester Avenue to go to that school;
and
WHEREAS, at the present time this stretch of road is
65 miles per hour; and
WHEREAS, the absence of a 'prima facie speed limit creates
a hazard to life, property, and the safety of the school children
crossing South Chester Avenue to go to school.
THEREFORE, BE IT ORDAINED by the Council of the City of
Bakersfield as follows:
SECTION 1.
Section 11.04.740 of the Municipal Code is amended to
read as follows:
Section 11.04.740. Speed Limit on South Chester Avenue.
A. A speed limit of thirty-five miles per hour is hereby
determined and declared to be the maximum speed at which vehicles
may travel on the middle roadway of South Chester Avenue between
the south line of Terrace Way and the southline of Casa Loma Drive,
which 'portion of South Chester is not contiguous to property having
right of access to the street by vehicles.
B. A speed limit of forty-five miles 'per hour is hereby
determined and declared to be the maximum speed at which vehicles
may travel on South Chester Avenue, south of the Buttonwillow
crossing to the southerly city limits.
SECTION 2.
This ordinance is declared to be an emergency ordinance
pursuant to Section 24 of the Charter of the City of Bakersfield
and shall become effective immediately upDn its 'passage.

was passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on the 2nd day of September, 1969, by
