AN EMERGENCY ORDINANCE OF THE COUNCIL OF THE
CITY OF BAKERSFIELD A~DING SECTION 11.04.763
TO THE MUNICIPAL CODE ESTABLISHING A SPEED
LIMIT ON WEST COLUMBUS AVENUE.
WHEREAS, West Columbus Avenue is a new street between
Union Avenue and Chester Avenue, and
WHEREAS, due to the lack of development on West Columbus
Avenue from Union to Chester Avenue, there is now applicable a 65
miles per hour speed limit, and
WHEREAS, because of the grade of the street providing a
sloping street coupled with the heavy traffic emanating from both
Chester Avenue~and Union Avenue on the street, it is necessary for
the protection of life, property, and safety to have a prima facie
speed limit of 45 miles per hour on that portion of West Columbus
Avenue between Chester Avenue and Union Avenue.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City
of Bakersfield as follows:
SECTION 1.
That Section 11.04.763 of the Municipal Code is added to
read as follows:
11.04.763 Speed limit on West Columbus Avenue. A prima facie
speed limit of 45 miles per hour is hereby determined and declared
to be the prima facie speed at which vehicles may travel on West
Columbus Avenue from Union to Chester Avenue.
SECTION 2.
This ordinance is declared to be an emergency ordinance
pursuant to' SeCtion 24 of the Charter of the City of Bakersfield
and shall become effective immediately upon its passage.

I HEREBY CERTIFY that the foregoing Emergency Ordinance
was passed and adopted by the Council of the City of Bakersfield at
a regular meeting thereof held on the 1st day of March, 1971, by
the following vote:
