AN ORDINANCE OF THE COUNCIL OF THE CITY OF
BAKERSFIELD AMENDING SECTION 3.14.150 OF
CHAPTER 3.14, BAKERSFIELD MUNICIPAL CODE,
ELIMINATING CITY RESIDENCY REQUIREMENTS
AND ADDING SECTION 3.14.151 ESTABLISHING
GENERAL RESIDENCY REQUIREMENTS.
WHEREAS, the Civil Service Boards for the City of
Bakersfield have found and determined that a general residency
requirement for all employees should be established for the
efficient operation of the City Government.
NOW, THEREFORE, BE IT ORDAINED by the Council of the
City of Bakersfield as follows:
SECTION 1.
That Section 3.14.150 of the Municipal Code is amended
to read as follows:
3.14.150 Probationary period. All appointments to a permanent
position shall be tentative and subject to a probationary period.
During the probationary period, the employee shall be required to
demonstrate his fitness to the position to which he is appointed
by actual performance of the duties of the position. At the con-
clusion of the probationary period, the department must file an
Employee Performance Evaluation stating the retention of the pro-
bationary employee in the City service is desired or the probationary
employee will be considered unsatisfactory and will be terminated.
SECTION 2.
That Section 3.14.151 of the Municipal Code is added to
read as follows:
3.14.151 General Residency Requirement. A permanent employee,
within six (6) months after completion of his probationary period,
will be required to establish residence within a ten (10)-mile
radius of City Hall, or obtain the written approval of the depart-
ment head, with the approval of the City Manager, waiving such
requirement, based on a reasonable showing of exceptional
circumstances.
SECTION 3.
This ordinance shall become effective thirty (30) days
from and after the date of its passage.

and adopted by the Council of the City of Bakersfield at a regular
meeting thereof held on April 19 , 1971, by the following vote:
