HomeMy WebLinkAboutORD NO 2051 ORDINANCE NO. 205~ NEW SERIES AN ORDINANCE OF THE COUNCIL OF THE CITY OF BAKERSFIELD AMENDING CHAPTER 13.56 OF, AND ADDING CHAPTER 13.68 TO, TITLE 13 OF THE MUNICIPAL CODE, CONCERNING BUILDING AND CONSTRUCTION REGULATIONS AND STANDARDS; ADOPTING BY REFERENCE THE UNIFORM ELECTRICAL CODE, 1971 EDITION AND NATIONAL ELECTRICAL CODE, 1971 EDITION; AND ADOPTING BY REFERENCE THE UNIFORM BUILDING CODES ACCUMULATIVE SUPPLEMENT, 1972. BE IT ORDAINED by the Council of the City of Bakersfield as follows: SECTION 1. That Chapter 13.56 of Title 13 of the Municipal Code of the City of Bakersfield is hereby amended to read as follows: Chapter 13.56 ELECTRICAL CODE Sections: 13.56.010 Adoption of Uniform Electrical Code. 13.56.020 Deletion of Sections of Uniform Electrical Code. 13.56.030 Amendments to National Electrical Code. 13.56. 040 Industrial Requirements. 13.56. 050 Fees Schedule. 13.56.060 Chief Electrical Inspector. 13.56.010 Adoption of Uniform Electrical Code. Except as herein otherwise provided, that certain primary electrical code known and designated as "Uniform Electrical Code, 1971 Edition," published by Pacific Coast Electrical Association, Inc. and that certain secondary electrical code known and designated as the "National Electrical Code, 1971 Edition:," published by the National Fire Protection Association, three copies of both codes have heretofore been filed with the City Clerk of the City of Bakersfield, for use and examination by the public, are hereby adopted as the Electrical Code of the City of Bakersfield, and each provision and portion .thereof is hereby referred to and made a part of this Chapter to the same effect as if fully set forth herein. 13.56.020 Deletion of Certain Sections of The Uniform Electrical Code. (a) Sections 3, 10, 11 and 13 of the Uniform Electrical Code, 1971 Edition, are hereby deleted. 13.56.030 Amendments to National Electrical Code. The following section is added to Article 230 (Services) of the National Electrical Code, 1971 Edition: (a) In residences, a one-inch raceway shall be run from the service panel to accessible attics and crawl areas beneath floors, for future use. 13.56.040 Industrial Requirements. All industrial interior wiring shall be installed in an approved raceway system. 13.56.050 Fees Schedule. A fee shall be paid to the department at the time of application for each permit in accordance with the following schedule: 1. Single Family Dwellings. For single family dwellings on new construction work, the following flat rate table shall apply, including service conductors, all outlets, range, dryer, and any miscellaneous circuit servicing the structure: Area of Construction Fee 0 to 1000 square feet $12.00 1001 to 2000 square feet 24.00 2001 to 3000 square feet 36.00 3001 and larger 42.00 Multi-Dwelling Occupanices. For multi- dwelling occupanices, new work, the follow- ing flat rate, for each dwelling unit shall be applied: Area of Construction Fee 0 to 750 square feet $ 6.00 751 to 1250 square feet 12.00 1251 and larger 18.00 For the installation or relocation of each electrical service equipment, including riser conduit, metering equipment and main disconnect - all under 600 volts $ 5.00 For the installation or relocation of each electrical service equipment, including riser conduit, metering equipment and main disconnect - all above 600 volts $ 7.00 For the installation or relocation of each sub-panel, including feeders - all under 600 volts $ 5.00 For the installation or relocation of each sub-panel, including feeders - all aboVe 600 volts $ 7.00 74 For the installation or relocation of each lighting fixture or receptacle, including branch conductors - First Den or less $ 4.00 Each Group of ten or fraction $ 2.00 8.. For the installation or relocation of each motor, transformer, heating device, appliance or miscellaneous equipment - 0 through 5 horsepower or KVA, K.W.A. $ 1.50 5.1 through 15 horsepower or KVA, K.W.A. $ 2.50 15.1 through 100 horsepower or KVA, K.W.A. $ 4.00 100.1 through 500 horsepower or KVA, K.W.A. $10.00 Over 500 horsepower or KVA, K.W.A. $15.00 94 For the installation or relocation of each high voltage circuit breaker or automatic recloser $ 5.00 10. For issuing of an annual electrical mainten- ance permit: For one location $10.00 For two, three, or four locations $25.00 For five or more locations $50.00 me 11. For the inspection of any electrical equipment for which no fee is hereby prescribed for the time consumed per hour $ 7.00 With minimum charge 1/2 hour or less $ 3.50 Any person who shall commence any electrical work for which a permit is required by this Ordinance without first having obtained a permit therefor shall, if subsequently permitted to obtain a permit, pay double the permit fee fixed by this Section for such work provided that this provision shall not apply to emergency work when it shall be proved to the satisfaction of the Chief Electrical Inspector that such work was urgently necessary and that it was not practical to obtain a permit therefor before the commencement of work. In all such cases, a permit must be obtained as soon as it is practical to do so, and if there be an unreasonable delay in obtaining such a permit a double fee as herein provided shall be charged. A fee of $10.00 shall be paid for each annual Maintenance Electrician permit at the time when such permit is issued. Fees for all new work installed under such a permit since the date of the last previous inspection shall be paid, according to the above schedule, at the time when such work is inspected; these fees shall be in addition to the fee paid at the time when the annual permit is issued. 13.56.060. CHIEF ELECTRICAL INSPECTOR. The Chief Electrical Inspector referred to in said Uniform Electrical Code shall be the duly appointed and acting Building Director of the City of Bakersfield, his duly authorized representatives, or such person as hereafter may be authorized by law to perform the duties now being performed by that official in the City of Bakersfield. SECTION 2. That Chapter 13.68 is hereby added to Title 13 of the Municipal Code of the City of Bakersfield, to read as follows: Chapter 13.68 UNIFORM BUILDING CODES ACCUMULATIVE SUPPLEMENT, 1972 Sections: 13.68.010 Adoption of Uniform Building Codes Accumulative Supplement, 1972. 13.68.020 Certain Provisions of Uniform Building Codes Accumulative Supplement, 1972, Deleted. 13.68.010 Adoption of Uniform Buildin8 Codes Accumulative Supplement~ 1972. That the Uniform Building Code Volumes I, II, III, IV, V and the Standards for Volume I, 1970 Editions, are amended by hereby adopting the Uniform Building Codes Accumulative Supplement, 1972 as promulgated by the International Conference of Building Officials, three copies of which are filed in the office of the City Clerk of the City of Bakersfield, for use and examination by the public and by this reference, as modified in this chapter, is hereby declared to be part of the Building Code of the City of Bakersfield for the purpose of regulating the erection, construction, enlargement, alteration, repair, moving, removal, demolition, con- version, occupancy, use, height, and maintenance of all structures and certain equipment therein specifically regulated, within the incorporated limits of the City of Bakersfield, and providing for the issuance of permits and the collection of fees therefor. 13.68.020 Certain Provisions of Uniform Buildin8 Codes Accumu- lative Supplement 1972~ Deleted. (a) Sections 302(b), 303(b), 303(c), 303(d), 304(g) and 306(c)~of the Uniform Building Codes Accumulated Supplement 1972, are hereby deleted. (b) Chapter 51-Appendix (Sections 5105 through 5114) of the Uniform Building Codes Accumulative Supplement 1972, is hereby deleted. SECTION 3.
