AN ORDINANCE OF THE COUNCIL OF THE CITY OF
BAKERSFIELD AMENDING SECTION 2.20.010 OF
CHAPTER 2.20 OF TITLE 2 OF THE MUNICIPAL
CODE, CONCERNING PRESERVATION OF CITY
GOVERNMENT IN EVENT OF ENEMY ATTACK.
BE lit ORDAINED by the Council of the City of Bakersfield
as follows:
SECTION 1.
That Section 2.20.010 of Chapter 2.20 of Title 2 of the
Municipal Code of the City of Bakersfield is hereby amended to read
as follows:
2.20.010 Findings; Purpose. The Council of the City of Bakersfield
finds and declares that if this state or nation were attacked by an
enemy of the ]United States, the City of Bakersfield might be sub-
jected to the effects of enemy attack and could be severely damaged.
While such attacks are in progress and during the recon-
struction period following, it is vital that the City government
continue to function in order to preserve law and order and to
continue or restore local services.
The purpose of this chapter is to furnish a means by which
the continued functioning of the City government will be assured.
In enacting this chapter, the City intends to avail itself
to the fullest extent of the powers granted to local governments by
the California Emergency Services Act, Title 2, Division 1, Chapter 7
of the Government Code (co~m~Lencing with Section 8550), including
Article 15 thereof, concerning Preservation of Local Government.
~ SECTION 2.
This ordinance shall become effective thirty days from
and after the date of its passage.

I HEREBY CERTIFY that the foregoing Ordinance was passed
and adopted by the Council of the City of Bakersfield at a regular
meeting thereof held on the 27th day of August , 1973, by
the following vote:
