AN EMERGENCY ORDINANCE OF THE COUNCIL OF THE
CITY OF BAKERSFIELD AMENDING SECTION 11.04.791
OF THE MUNICIPAL CODE OF THE CITY OF BAKERSFIELD
(SPEED LIMIT ON REAL ROAD).
BE IT ORDAINED by the Council of the City of Bakersfield
as follows:
SECTION 1.
That Section 11.04.791 of the Municipal Code is amended
to read as follows:
11.04.791 Speed Limit on Real Road.
(a) A prima facie speed of 25 miles per hour is hereby deter-
mined and declared to be the prima facie speed at which vehicles
may travel on Real Road from California Avenue to Chester Lane.
(b) A prima facie speed limit of 25 miles per hour is hereby
determined and declared to be the prima facie speed at which vehicles
may travel on Real Road from Palm Street to Stockdale Highway.
(c) A prima facie speed limit of 35 miles per hour is hereby
determined and declared to be the prima facie speed at which
vehicles may travel on Real Road from Ming Avenue to the southerly
city limits.
SECTION 2.
This ordinance is hereby deClared to be an emergency
ordinance under Section 24 of the Bakersfield City Charter, for the
immediate preservation of the public health, peace, property and safety.
The facts giving rise to said emergency are as'follows: The County
of Kern has changed, by emergency ordinance, the speed limit on
Real Road from Chester Lane to Palm Street from 40 MPH to 25 MPH
and substantially the same reasons for such change exist on Real Road
between California Avenue and Chester Lane and from Palm Street to
Stockdale Highway, to wit: Reports received from school personnel
and members of the public indicate the necessity for such changes of
speed limits so that the statutory provisions of the Vehicle Code
shall control the safe and orderly flow of traffic according to the
density of improved properties and location of school grounds.
SECTION 3.
This emergency ordinance shall become effective
immediately upon its passage.

I HEREBY CERTIFY that the foregoing emergency ordinance
was passed and adopted by the Council of the City of Bakersfield
at a regular meeting thereof held on the 25th day of March, 1974,
by the following vote:
