AMENDMENT NO. 6 TO RESOLUTION 66-99 APPROVING
MEMORANDUM OF UNDERSTANDING FOR EMPLOYEES
OF THE BLUE AND WHITE COLLAR UNITS AND
ADOPTING SALARY SCHEDULE AND RELATED
BENEFITS.
WHEREAS, Resolution No. 66-99 sets salaries and related benefits for employees
of the White Collar Unit.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
that effective immediately following Council action, the Salary Schedule, a part of Resolution No.
66-99, is hereby amended as follows:
1. Resolution No. 66-99 is hereby amended by adding the following class title
to the White Collar Unit:

CLASS TITLE:
URBAN FORESTER
CLASS SUMMARY:
Under general direction of the Director of Operations, develops, implements and manages a City-
wide urban forestry program; supervises staff in the maintenance of all trees in parks, landscaping
and City right-of-ways and property; works closely with staff, community organizations, citizens,
businesses, volunteer groups, media and others to formulate policies and procedures and to develop
short and long range plans for the community urban forest management and maintenance program.
REPRESENTATIVE DUTIES:
The following typical tasks and responsibilities are representative of this class. They are descriptive,
not limiting.
Essential Duties:
Develops, implements and manages a community program to stimulate development, preservation,
and enhancement of the City' s urban forest; supervises the tree section personnel and maintenance
program; researches and gathers data; keeps tree inventory; makes recommendations regarding tree
selection and planling; develops strategies to ensure a healthy urban forest; identifies, applies for
and monitors grants; promotes and publicizes the community urban forest program; prepares media
information; tracks induslxy trends and works with public interest groups; and performs other work
as required.
DISTINGUISI-HNG CHARACTERISTICS:
This single-position class has the responsibility to manage the City-wide urban forestry program.
This position is distinguished from the Director of Operations who has the day-to-day administrative
responsibilities for the entire Parks Division, while the Urban Forester manages a section within that
division. The incumbent will assist and advise staff, residents, other groups and organizations with
regard to trees and forestry in the urban setting and interact extensively with the media.
MINIMUM OUALIFICATIONS:
Knowledge of.' Community/urban forestry or arboriculture; public relations, marketing and public
outreach techniques; computer applications related to work including word processing, spreadsheet
and GIS programs; public administration principles and practices; relevant local, federal and state
laws and regulations; budget and program development and management; grant funding and
administration; supervisory principles, practices and techniques.

Training and Experience:
Graduation from an accredited college or university with a Bachelor's Degree in Urban Forestry,
F orestry, Biology, Arboriculture, Environmental Science or a closely related field and three ( 3 ) years
of professional experience in a community tree or forestry program including one year in a
supervisory capacity; or equivalent combination of training and experience.
Licenses. Certificates and Special Requirements:
Possession of a valid Class "C" California Driver' s License is required.
Physical Conditions or Special Working Conditions:
Standard office environment and working conditions; however, must be willing to work outdoors
in all weather conditions. May be exposed to unpleasant and potentially hazardous conditions such
as pesticides, dirt and other materials. May include nights and weekends.

CLASS TITLE: FIRE PLANS EXAMINER
CLASS SUMMARY:
Under general supervision, reviews construction, commercial, and residential site plans,
and fire sprinkler, fire alarm, paint spray booths, and other fire protection systems to
ensure conformance with fire protection codes and standards.
REPRESENTATIVE DUTIES:
The following typical tasks and responsibilities are representative of this class. They are
descriptive, not limiting.
Essential Duties:
As a Fire Plans Examiner wearing a badge, reviews construction, industrial, commercial,
and residential site plans, fire protection systems plans, and building plans for compliance
with fire protection codes and standards; reviews building plans and inspects new and
existing structures to ensure conformance to fire protection codes and standards; reviews,
evaluates, and analyzes structures before, during, and after construction for fire protection
requirements; provides technical assistance to engineers, contractors, architects, citystaff,
and other private industry personnel in interpreting and complying with fire codes and
standards; reviews construction site plans and building plans for compliance with fire
protection codes and standards; makes recommendations for changes in design,
materials, or equipment, such as structural components protection, fire protection
equipment, fire alarm systems, and fire extinguishing devices and systems for new and
existing structures; conducts studies, evaluates new building methods and materials and
recommends ways of improving fire protection devices and changing fire codes for both
new and existing structures; coordinates the daily work scheduling of the Fire
Prevention/Environmental Officers at the direction of the Fire Marshal; assists with
planning, assigning, and reviewing the work of assigned personnel; issues Notices of
Violation, Stop Work Orders and correction notices; testifies in court; interacts with the
public in potentially volatile situations; resolves disputes regarding code enforcement
matters in a tactful and productive manner; utilizes a personal computer for reporting and
documenting inspections; recommends changes in fire codes; attends pre-planning and
site plan review meetings; performs other work as required.
DISTINGUISHING CHARACTERISTICS:
Fire Plans Examiner, after appropriate training, is authorized to issue citations. The Fire
Plans Examiner will handle routine and technically difficult code compliance and
inspections. The Fire Plans Examiner must be skilled at working with people to solve
problems.

QUALIFICATIONS GUIDE:
Training and Experience:
An Assodate of Arts Degree from an accredited college with a major in Fire Protection
Technology, Fire Protection Engineering, Architecture, Planning or closely related field and
two (2) years of work experience in fire safety or building code enforcement with plans
examination responsibilities.
Knowiedqe of:
Fire protection codes, laws, ordinances, regulations, standards, principles and practices;
building construction, design, and materials as related to fire prevention, fire control, and
life safety; fi re protection and suppression systems, fire detection, and fire alarms; personal
computer applications related to work.
Ability to:
Read, understand, interpret and enforce codes, ordinances, laws and regulations; reed
and understand plans, specifications, blueprints, and fire protection systems descriptions;
evaluate fire protection and life safety systems; work independently and pdodtize workload;
establish and maintain effective working relationships with staff, members of the public and
other encountered in the course of work; handle routine and complex code enforcement
matters; deal effectively with confrontational situations; plan, assign, train and organize the
work of employees engaged in fire prevention/inspection related work; properly document
code enforcement cases; communicate clearly and concisely, both orally and in writing;
prepare and present information in meetings and court proceedings; write clear and
comprehensive reports; operate an offace computer and software applications related to
work.
Licenses, Certificates and Soedal Requirements:
Possession of a valid California Class "C" Driver' License. (Employees will be required to
operate City v~hicles on a daily basis.) Successful completion of training and certification
will be required as a condition of continued employment.
Physical Conditions or Soecial Working Conditions:
Incumbents will be required to make on-site inspections and investigations in the field in
all weather conditions including exposure to dust, noise, vibration, and confining work
space. Construction sites may require inspections at above and below grade access. This
position entails working in hazardous situations, and under conditions that may expose the
incumbent to hazardous materials. A moderate amount of physical effort to stoop, crouch,
climb, and lift in performance of assigned duties. , %~,~.~
