AMENDMENT NO. 5 TO RESOLUTION NO. 108-99 SETrING
SALARIES AND RELATED BENEFITS FOR OFFICERS AND
EMPLOYEES OF THE GENERAL SUPERVISORY, POLICE
SUPERVISORYANDMANAGEMENTUNITSANDADOPTING
SALARY SCHEDULE AND RELATED BENEFITS FOR
SENIOR REAL PROPERTY AGENT, REAL PROPERTY
MANAGER, ASSISTANT CITY CLERK.
WHEREAS, Resolution No. 108-99 sets salaries and related benefits for employees
of the General Supervisory and Management Units.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
that effective immediately following Council action, the Salary Schedule, a part of Resolution No.
108-99, is hereby amended as follows:
1. Resolution No. 108-99 is hereby amended by deleting the following class title
1o the General Supervisory Unit:

CLASS TITLE: REAL PROPERTY MANAGER
CLASS SUMMARY:
Under general direction, manages and performs complex acquisition, sale, lease, rental and management of
real property on behalf of the City; coordinates same with other City departments; performs related work
as required.
REPRESENTATIVE DUTIES:
The following typical tasks and responsibilities are representative of the position's essential duties. They are
descriptive, not limiting.
Essential Duties:
Operates as the lead member of the property management staff including supervision of subordinates; has
responsibility for the most technical, complex and professional work involving the appraisal, acquisition,
including eminent domain proceedings, relocation assistance, facility leasing, property management and
disposal of surplus real property: provides training and guidance to division staff and other departments
regarding real property requirements and procedures; confers with and advises department heads. the City
Attorney, the City Manager and the City Council concerning problems and activities relating to the purchase,
sale, lease and rental of property for the City as it affects the operation of departments; maintains records of
leases and enforces compliance of lease provisions; makes periodic reports concerning the property
management program and performs other duties as assigned.
DISTINGUISHING CHARACTERISTICS:
tnis single position class manages and integrates all activities throughout the City related to the managing
of real property for the City. This position supervises the work of Real Property Agent l/II's, has a high
degree of independence, performs advanced analytical work, provides technical support to Council
Committees and requires advanced public relations skills.
0UALIFICATIONS GUIDE:
Knowledge of:
Federal and State laws and regulations and procedures pertaining to the purchase and sale of real estate and
relocation work, including condemnation actions; lease and rental agreements and of the negotiation
procedures involved; accepted principles and practices of land appraisal and negotiations for real property
and property rights; improvement values and effects of various types of damages to property; supervision
and personnel management; personal computer applications related to work including word processing,
spreadsheet, database and computer-aided design software.
Ability to:
Interpret construction plans, prepare legal descriptions and reports; conduct effective appraisals and
negotiations; determine and prepare documents necessary to clear title to real property; analyze factors which
influence the value of land and improvements; deal effectively with property owners and the public; win and
maintain the confidence and cooperation of others and to maintain productive working relationships:
supervise a staff of professional, technical, and clerical personnel.
Training and Exnerience:
Graduation from an accredited college or university with a Bachelor's Degree in real estate, business
administration. public administration, economics or a related field, AND five (5) years experience in the
negotiation, acquisition, relocation, sale and management of property, preferably for public agencies.
Licenses, Certificates and Special Requirements:
Possession of a valid Califomia Class "C" Driver's License required.
Physical Conditions or Special Working Conditions:
Standard office envirmunent and driving to conduct inspections of real property.

CLASS TITLE:
RISK MANAGER
CLASS CHARACTERISTICS:
Designs and implements programs to eliminate, prevent, or reduce loss to employees, the public, and City
property through risk avoidance, reduction, transfer and retention. Manages the workers' compensation
program. Investigates and analyzes accidents and safety hazards and to initiate corrective action. Trains City
personnel in sound risk management and safety principles and monitors effectiveness.
REPRESENTATIVE DUTIES:
The following typical tasks and responsibilities are representative of this class. They are descriptive, not
limiting.
Essential Duties:
Under general direction of the City Manager, the Risk Manager plans, organizes, and coordinates a
comprehensive insurance risk program designed to protect the City against catastrophic loss; develops and
coordinates internal and external risk procedures, including property loss prevention, security, fleet safety,
employee safety and health, environmental protection and property cons ervation; negotiates insurance broker
fees and insurance policy terms and conditions; negotiates settlement of claims for and against the City;
accumulates and analyzes data and make comprehensive reports; administers modified duty program;
prepares division budget and departmental charges for risk services; supervises and directs staff; maintains
effective working relationships and communicates effectively both orally and in writing; and responsible for
related work. Works closely with all City departments to evaluate potential risks in order to design and
implement remedial measures.
MINIMUM OUALIFICATIONS:
Training and Experience: Graduation from an accredited college or university, with specialization in
business or public administration or field related to the position. Two years of experience in casualty claims
(workers' compensation and liability) and/or municipal risk management and/or safety and health, or
equivalent combination of training, education and experience which will provide the capabilities to perform
the described duties. Associate of Risk Management certification preferred.
Knowledge, Abilities, and Skills: Knowledge of administrative techniques, of statistics and graphic
presentation, ability to gather and analyze data, computer literate, ability to maintain effective working
relationships with department heads, staff attorneys, City Council, labor organizations and other
professionals; ability to interpret roles and regulations; organize and write clear and concise to reports.
Licenses, Certificates and Special Requirements
Possession of a valid California Drivers License.
