A RESOLUTION AUTHORIZING THE
SUBMITTAL OF APPLICATIONS FOR
BEVERAGE CONTAINER RECYCLING
GRANTS FOR FISCAL YEARS 2006-2007
THROUGH 2010-2011
WHEREAS, the people of the State of California have enacted the California
Beverage Container Recycling and Litter Reduction Act to achieve and maintain high
recycling rates for each beverage container type included in the program and provide a
number of services to achieve these goals, including enforcement, auditing, grant funding,
technical assistance and education; and
WHEREAS, the people of the State of California have enacted Assembly Bill 28
(Chapter 753, Statutes of 2003) that provides grants for recycling market development and
expansion-related activities aimed at increasing the recycling of beverage containers; and
WHEREAS, the Department of Conservation, Division of Recycling (DOR)
administers funding programs to assist organizations with establishing convenient
beverage container recycling and litter abatement projects, and to encourage market
development and expansion activities for beverage container materials; and
WHEREAS, the City as applicant will enter into an agreement with the State of
California for development of the project;
NOW, THEREFORE, BE IT RESOLVED that the City of Bakersfield authorizes the
submittal of grant applications to the Department of Conservation, Division of Recycling of
all available grants under the California Beverage Container and Litter Reduction Act for
the period of five years.
BE IT FURTHER RESOLVED that the requisite City officials, are hereby authorized and
empowered to execute in the name of the City of Bakersfield, all necessary applications,
contracts, payment requests, agreements and amendments hereto for the purposes of
securing grant funds and to implement and carry out the purposes specified in the grant
application.
