A RESOLUTION DETERMINING THAT FIRE RECORDS
MANAGEMENT SYSTEM (RMS) SOFTWARE CANNOT BE
REASONABLY OBTAINED THROUGH THE USUAL BIDDING
PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO
DISPENSE WITH BIDDING THEREFOR AND PURCHASE SUCH
SOFTWARE FROM BIO-KEY, NOT TO EXCEED $110,000.
WHEREAS, CITY's Fire Department is currently using a Records Management
System (RMS) created by Sungard HTE; and
WHEREAS, the County of Kern currently utilizes a Records Management
System created by Bio-Key; and
WHEREAS, utilizing the same Records Management System as the County will
allow the fire departments to better share training and other fire-related information; and
WHEREAS, the Fire Department desires its RMS program to integrate with its
TeleStaff scheduling system; and
WHEREAS, Bio-Key's Records Management System integrates with the
TeleStaff scheduling system that the Fire Department already uses; and
WHEREAS, the Fire Department desires its RMS program to merge CUPA
information into the Fire Prevention module; and
WHEREAS, Bio-Key's RMS will allow merging CUPA into the Fire Prevention
module; and
WHEREAS, staff has determined that Bio-Key is the only vendor offering
software which meets the needs stated above; and
WHEREAS, the Finance Director has determined, and has recommended the
Council find, that the software can only be reasonably obtained from one vender, Bio-
Key and recommends dispensing with bidding therefor in accordance with subsection
D.2. of Section 3.20.060 of the Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The above recitals are true and correct and incorporated herein by
reference.
2. The software can only be reasonably obtained from one vendor because
this vendor offers the only system that meets the requirements of the City. fQAKs:

3. The Finance Director is authorized to dispense with bidding in accordance
with Section 3.20.060 of the Bakersfield Municipal Code.
4. The expenditure of funds for said software shall not exceed One Hundred
Seven Thousand Dollars ($110,000.00).
