HomeMy WebLinkAboutRES NO 210-06 RESOLUTION NO. 2 1 0 - 0 6 A RESOLUTION DETERMINING THAT CLICK2GOV INTERNET INTERFACE AND QREP WEB SOFTWARE CANNOT REASONABLY OBTAINED THROUGH THE USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING THEREFOR AND PURCHASE FROM SUNGARD HTE, NOT TO EXCEED $47,000.00. WHEREAS, the City currently runs numerous programs on its AS/400 computer; and WHEREAS, a majority of those programs have been developed by SunGard HTE; and WHEREAS, the Code Enforcement Division of the Development Services Department ("Code Enforcement") current uses the SunGard HTE Code Enforcement module for tracking and recording Code Enforcement complaints; and WHEREAS, Code Enforcement desires to purchase an internet Interface which will allow them to enter code violations and inspection results from the field, without having to return to the office, thus, making each officer more productive; and WHEREAS, various City departments currently use the non-web version of QRep for on-demand reporting functions; and WHEREAS, the web-based version of this software is more desirable for the departments and more compatible with other software; and WHEREAS, staff has determined that SunGard HTE is the only vendor offering software which meets the needs stated above; and WHEREAS, the Finance Director has determined, and has recommended the Council find, that the software can only be reasonably obtained from one vender, SunGard, HTE and recommends dispensing with bidding therefor in accordance with subsection D.2. of Section 3.20.060 of the Bakersfield Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1 . The above recitals are true and correct and incorporated herein by reference. 2. The Finance Director is authorized to dispense with bidding in accordance with Section 3.20.060 of the Bakersfield Municipal Code. 4.
