HomeMy WebLinkAboutRES NO 227-06 RESOLUTION NO. 22,7.0.6 A RESOLUTION DETERMINING THAT THE HV AC CONTROL SYSTEMS FOR THE CONVENTION CENTER AND CITY HALL ANNEX CANNOT BE REASONABLY OBTAINED THROUGH THE USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING THEREFOR, AND PURCHASE SAID EQUIPMENT FROM TRANE COMPANY, IN AN AMOUNT NOT TO EXCEED $305,000. WHEREAS, the HVAC equipment installed at City Hall, the City Hall Annex, the Convention Center and the Ice Sports Arena is manufactured by Trane Company; and WHEREAS, the HVAC equipment for each of these locations is currently controlled through separate, non-integrated control systems, manufactured by various companies; and WHEREAS, under the current system, troubleshooting and repair work is inefficient because of the lack of an integrated control system; and WHEREAS, in an effort to increase efficiency, facilitate troubleshooting, and increase control of the HV AC systems located in these separate facilities, it is necessary to install the Trane Tracer Summit Control Systems at the Convention Center and City Hall Annex, as well as Trane Air Handler upgrades in the City Manager's Office; and WHEREAS, installation of the Trane Tracer Summit Control Systems and Trane Air Handler upgrades and the associated mechanical equipment will allow City staff to control the HVAC systems for City Hall, the City Hall Annex, the Convention Center and Ice Sports Arena from a single location, and the maintenance and repair of the new system would be accomplished through a single Supplier. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. 1hta above recitals are true and correct and incorporated herein by reference. 2 The above-referenced control systems and air handler upgrades can only be reas~nably obtained from one ve~dor (Tran,e Gom~any) because of the need to ~AK~ ~uccessfully integrate such equipment Into the eXisting City system. t ~"'i;; t:: r-- V ~ -- Page 1 of 2 Pages -- ORIGINAL 3. The Finance Director is authorized to dispense with bidding, in accordance with Section 3.20.060 of the Bakersfield Municipal Code. 4.
