Minutes of the continued meeting of June 24, 1986, of
the Council of the City of Bakersfield, California, held in the
Council Chambers of City Hall at 5:15 p.m., June 25, 1986.
The meeting was called to order by Mayor Payne, followed
by the Pledge of Allegiance.
The City Clerk called the roll as follows:
Present:
Mayor Payne.
Councilmembers Dickerson, Moore, Ratty,
Salvaggio, Smith, Childs,
Christensen
Absent: None
REPORTS
City Manager Caravalho made an oral report regarding
Budget and Cost Control Recommendations.
Assistant City Manager Pulskamp provided an overview of
the 1986-87 Budget.
John Stinson, Budget Analyst, spoke regarding the
revenues to be generated within the Budget.
RECESS
Upon a motion by Councilmember Dickerson, the meeting
was recessed at 5:55 p.m. The meeting was reconvened at 6:08 p.m.
Adoption of Resolution No. 92-86 of the
Council of the City of Bakersfield
approving and adopting the Operating,
Capital Improvement, and Redevelopment
Agency Budgets for the Fiscal Year
1986-87.
Councilmember Moore made a statement regarding increased
fees and requested the City Manager make a presentation at a regu-
lar Council meeting on how the budgetary process can be made
easier by a multi-year process.
Upon a motion by Councilmember Childs, Resolution No.
92-86 of the Council of the City of Bakersfield was adopted by
following roll call vote:

Noes: Councilmelnbers Salvaggio, Christensen
Absent: None
Smith, Childs
Councilmember Moore made a motion to place the needed
waste drain in Ward 6 as the number one item on the unfunded list
for any monies that would be freed up during the next fiscal year.
This motion was unanimously approved.
Councilmember Salvaggio clarified his vote stating that
his frustration and dissatisfaction of the present committee
system of the Council. He indicated that he has not seen any
alternatives except what has been presented tonight and previous
nights regarding the budget process and he did not feel he could
give good service to the taxpayers without having seen all the
alternatives. He stated that he campaigned to keep the taxes
down.

Councilmember Dickerson indicated that he has not
accepted fully the service charge, revenue and cost comparison
system. He explained he endorsed the budget because much staff
time and Council Committee time was spent studying and preparing
the budget.

relating to Establishment of a Fee and Service
Charge Revenue/Cost Comparison System.
First Reading of an Ordinance of the Council
of the City of Bakersfield establishing Sewer
User Charges and Fees for Fiscal Year
1986-87.
First Reading of an Ordinance of the Council
of the City of Bakersfield amending Sections
8.32.030 D., E.2. and F., 8.32.040, 8.32.050,
8.32.060 B., 8.32.130, 8.32.140 A., E. and F.,
8.32.150 A.2., 8.32.160 D., 8.32.170 A., B.
and D., and 8.32.180 of the Bakersfield
Municipal Code regarding refuse collection
charges.
This Ordinance establishes refuse fees for Fiscal Year
1986-87.
REPORT
Assistant City Manager Pulskamp made a brief report
regarding Review of Reclassifications and New Classification
Titles in the 1986-87 Adopted Budget.
Upon a motion by Councilmember Salvaggio, oral report
from the City Manager regarding Review of Reclassifications and
New Classification Titles in the 1986-87 Adopted Budget, was
referred to the Personnel Committee.
ADJOURNMENT
There being no further business to come before the
Council, upon a motion by Councilmember Christensen, the meeting
was adjourned at 6:30 p.m.
