The meeting was called to order of the Council of the the Council Chambers of by Mayor Payne. Present: Deputy City Mayor Payne. Absent: None Clerk Gafford called the roll as follows: Councilmembers Smith (seated at 1:16 p.m.), Childs, Christensen, Dickerson, Moore, Ratty, Salvaggio, (seated at 1:17 p.m.) Notice of the Emergency Meeting was given by telephone, at least one hour prior to the meeting, to the following agencies which have requested notification of special meetings: KAFY Radio Station Attention: Steve McGavren Bakersfield News Observer Attention: Joe Coley KERN-KQXR Radio Station Attention: Ed Scannell KPMC-KWAC Radio Station Attention: Tony Snyder KKXX-KUZZ Radio Station Attention: Cathi Umfress The Bakersfield Californian Attention: Tom Maurer K-HIS Radio Station Attention: Rob Crawford KGEO-KGFM Radio Station Attention: Pat Flom KBAK - Television Station Attention: Kathy Boron KGET - Television Station Attention: Courtney Brown KERO - Television Station Attention: Laura Werlin KLLY - 95 Radio Station Attention: Jill Wendler KLYD Radio Station Attention: Tim Sullivan City Attorney Oberholzer explained the procedures for an Emergency Meeting. Public Works Manager Hawley provided photographs and made a report stating that on Wednesday, June 18, 1986, the main trunk sewer which serves central and northeast Bakersfield failed. This caused the pavement to collapse, and required closing the southbound lanes of Chester Avenue. Councilmember Childs made a motion that the dispensing of bidding for the sewer repair at Chester Avenue be declared an emergency matter pursuant to Government Code Section 54956.5, making determination that this matter severely impairs public health and safety. This motion was approved by the following roll call vote: Ayes: Councilmembers Smith, Moore, Noes: None Absent: None Childs, Christensen, Ratty, Salvaggio Dickerson, Bakersfield, California, June 20, 1986 Page 2 Upon a motion by Councilmember Childs, Resolution No. 77-86 of the Council of the City of Bakesfield Declaring Urgency, Dispensing with Advertising for Bids, and Authorizing Retention of Contractor for Repair or Reconstruction of Sewer Main and Street Right-of-Way of South Chester Avenue between Brundage Avenue and Richland Street for a distance of approximately three hundred feet, was adopted by the following roll call vote: Ayes: Councilmembers Smith, Childs, Moore, Ratty, Noes: None Absent: None Christensen, Salvaggio Dickerson, Public Works Manager Hawley expressed appreciation to Bob Hail, Street Maintenance Superintendent, and the employees of the Street Division who worked Wednesday and Thursday night to take care of the sewer problem. ADJOURNMENT There being no Council, upon a motion by adjourned at 1:24 p.m. further business to come before the Councilmember Childs, the meeting was MAYOR of the City of Baldersfield, Calif.
