Minutes of a continued meeting of June 11, 1986, of
Council of the City of Bakersfield, California, held in the
Council Chambers of City Hall at 5:20 p.m., on June 12, 1986.

The meeting was called to order by Mayor Payne followed
by the Pledge of Allegiance.
The City Clerk called the roll as follows:
Present: Mayor Payne.
Absent: None
Councilmembers
Ratty, Salvaggio (seated at
5:25 p.m.), Smith, Childs
(seated at 5:25 p.m.),
Christensen, Dickerson, Moore
WORKSHOP SESSION
COST/REVENUE STUDY
Leisure and Cultural Services
John Stinson, Budget Analyst, provided introductory
remarks regarding fees for Leisure and Cultural Services.
Doug Ayers, of Management Services Institute, outlined
the Cost/Revenue Study with regard to Leisure and Cultural Services.
Councilmember Dickerson made a motion to put the issue
of Cost/Revenue Study for the Redevelopment Agency as an agenda
item for discussion at a regular Council meeting.
City Manager Carava]ho suggested that the issue be
discussed at the conclusion of the Budget Hearings on June 25th or
during the week of June 30.
Councilmember Childs made a motion to call for the
question. This motion was approved.
Councilmember Dickerson's motion to put the issue of
Cost/Revenue Study for the Redevelopment Agency as an agenda item
for discussion at a regular Council meeting was approved.
Finance and Administrative Services
Assistant City Manager Pulskamp provided a brief over-
view of the fees for Finance and Administrative Services.
Councilmember Moore made a motion to refer the
Cost/Revenue Study, testimony received, and the Ordinance to the
Budget and Finance Committee for review and recommendation back to
Council for the Budget Hearings on June 23, 24, and 25, 1986,
and notice be given for the hearing on the Ordinance on June 25,
1986. This motion was approved by the following roll call vote:

Councilmember Dickerson clarified his no vote stating tha~
too much will go on behind closed doors, and the discussion of the
fees to be raised should be in full public view.

ADJOURNMENT
There being no further business to come before the
Council, upon a motion by Councilmember Childs, the meeting was
adjourned at 6:00 p.m.
