Minutes of a continued meeting of June 10, 1986, of
Council of the City of Bakersfield, California, held in the
Council Chambers of City Hall at 5:15 p.m., June 11, 1986.

The meeting was called to order by Mayor Payne followed
by the Pledge of Allegiance.
The City Clerk called the roll as follows:
Present: Mayor
Absent: None

WORKSHOP SESSION
COST/REVENUE STUDY
Doug Ayers, of Management Services Institute, explained
the purpose of the Cost/Revenue Study.
Mayor Payne indicated that the first order of business
will be to have the questions answered for the people who expressed
concerns at the June 10, 1986, meeting regarding ambulance, taxi
and towing regulations.
Ken Sewell, Business Development Manager, Golden Empire
Ambulance, questioned the benefits the City will receive from the fee.
Lester Stuart, Manager of Yellow Cab, Kern County
Transportation, spoke regarding taxi fees.
Jim Harden, Jim's Garage and Towing, stated that the
$425.00 fee was acceptable.
Averil Murdock, Highland Towing, spoke in support of the
results of the study.
Keith Witte, owner/operator of Cheeseman's Garage and
Towing, spoke in opposition to the inspection fees for towing.
Community Development Services
Deputy City Manager Strenn provided background infor-
mation regarding fees for Community Development Services.
Clarke Watson spoke in support of the Study and
requested that the $1.2 million in new fees to developers
phased in.

Dave Price, representative of the Building Industry
Association of Kern County, stated that there must be equal and
uniform application of the principles of the Cost/Revenue Study
city wide.
Utility and Enterprise Services
Doug Ayers stated that two major services are refuse and
sewers. He suggested that the City phase in a rate sufficient to
have a capita] replacement program that will keep ahead of the
deterioration of sewers. He suggested combining sewer and refuse
services and billing on a monthly basis with a phase-in period of
approximately three years.
Lou McKree, Pacific Gas and Electric Company, requested
to meet with City staff to review the proposed fees.
RECESS
Upon request of Councilmember Childs, the meeting was
recessed at 6:45 p.m. The meeting was reconvened at 6:52 p.m.

Public Safety Services
Fire Chief Needham outlined the areas of concern with
the Fire Services.
Doug Ayers indicated that the goal over a period of
to gradually get the revenue and service at zero balance.
Maintenance Services
Doug Ayers explained that maintenance service will
raise as, if, and when needed significant amounts of money more
fairly and equitably than some form of new tax which will be dedi-
cated to infrastructure replacement.
Dave Price, Building Industry Association, spoke
regarding the maintenance services. He emphasized that the
Council could instruct staff that as provision is made to
provide the services, if the people don't want the service,

There being no further business to come before
Council, upon a motion by Councilmember Christensen, the
meeting was recessed, at 7:20 p.m., to Thursday, June 12,
1986, at 5:15 p.m.
