Minutes of a continued meeting of June 4, 1986, of
Council of the City of Bakersfield, California, held in the
Council Chambers of City Hall at 5:15 p.m., June 10, 1986.

The meeting was called to order by Mayor Payne followed
by the Pledge of Allegiance.
Deputy City Clerk Gafford called the roll as follows:

WORKSHOP SESSION
City Manager Caravalho provided introductory remarks
stating that the Cost/Revenue Study evaluates all services the City
provides and determines the cost for the services as well as the
sources of revenue. He indicated Rick Kermer, representative of
Management Services Institute, was available to answer any questions.
COST/REVENUE STUDY
John Stinson, Budget Analyst, indicated that there are
six major areas identified in the Study, and Public Safety Services
and Maintenance Services are the two areas to be discussed tonight.
Public Safety Services
The following individuals spoke regarding ambulance fees
and regulations:
Harvey Hall, President of Hall Ambulance Service; and
Hal Barks, General Manager of Golden Empire Ambulance.
Councilmember Dickerson requested the City Manager pro-
vide a report tomorrow night on $10.00 and $5.00 fees, and explain
what the policy is.
The following individuals spoke regarding towing fees
and regulations:
Jim Harden, Jim's Garage and Towing;
Averil Murdock, Vice-President of Highland Towing; and
Keith Witte, owner/operator of Cheeseman's Garage and
Towing.
Lester Stuart, Manager of Yellow Cab, Kern County
Transportation spoke regarding taxi fees and regulations.
Mayor Payne encouraged those persons with interest in the
Study to return tomorrow when Mr. Doug Ayers, of Management
Services Institute, will be present to answer questions regarding
fees for ambulance, taxi and towing services.
Councilmember Moore requested the City Manager
the applicable ordinances to Council regarding ambulance,
and taxi fees.

Jim Reynold, resident of Ward 3, spoke in opposition to
user fees.
RECESS
Upon a request by Councilmember Christensen, the meeting
was recessed at 7:05 p.m. The meeting was reconvened at 7:12 p.m.

Greg Honegger, Treasurer for the Society for the
Prevention of Cruelty to Animals, spoke regarding fees and
lions for animal control.

There being no further business to come before the
Council, upon a motion by Councilmember Dickerson, the meeting was
recessed, at 7:33 p.m., to Wednesday, June 11, 1986, at 5:15 p.m.
