The meeting was called to order by Mayor Payne. The City Clerk called the roll as follows: Present: Mayor Payne. Councilmembers Childs, Christensen, Dickerson, Moore, Salvaggio Absent: Councilmembers Ratty, Smith DISCUSSION REGARDING KERN COUNTY ADMINISTRATION BUILDING City Manager Caravalho provided background information and staff recommendation regarding the Kern County Administration Building. was no. Upon a motion by Councilmember Salvaggio, Richard Monje ailowed to address the Council. Counciimember Dickerson voted Richard Monje, representing a joint venture of McCarthy Western Constructers, Inc., and Mosesion Development Corporation, outlined possible options regarding the County Administration Building. He requested the Council keep pursuing the project with the County; not consider terminating the project; and to receive an expression from Council that the Council wili be willing to cooperate with the County and McCarthy if the County wanted to have the project across the street. Councilmember Moore made a motion to approve staff recommendation of Option One in concept with the 200,000 square foot structure and the 800 space parking facility. Roy Carver, of Roy Carver Development, provided a brief overview of the project. Counci]member Childs made a substitute motion to approve Option One without the selection of the developer. RECESS Upon a motion by Councilmember Dickerson, the meeting was recessed at 6:06 p.m. The meeting was reconvened at 6:20 p.m. Upon a motion by Councilmember Christensen, the call for the question was approved. Councilmember Childs' substitute motion to approve Option One without the selection of the developer was defeated the following roll call vote: by Ayes: Noes: Absent: Councilmember Childs Councilmembers Christensen, Councilmembers Ratty, Smith Dickerson, Moore, Salvaggio Mayor Payne restated Councilmember Moore's motion to approve Option One in concept. This motion was defeated by the following roll call vote: Ayes: Noes: Absent: Councilmember Moore Councilmembers Childs, Councilmembers Ratty, Christensen, Dickerson, Smith Salvaggio Bakersfield, California, May 19, 1986 Page 2 Councilmember Dickerson made a motion to direct staff to negotiate with the County either Option One as stated by Councilmember Salvaggio which is to land swap, or Two, a similar project with another developer which is accep- table to the County. Upon a motion by Councilmember Christensen, the call for the question was unanimously approved. Mayor Payne restated Councilmember Dickerson's motion to direct staff to negotiate with the County on Option One as stated by Councilmember Salvaggio which is to negotiate in concept as written with the initial costs of the land swap to be included or to negotiate a similar project with another developer acceptable to the County. Th}s motion was approved by the following roll call vote: Ayes: Noes: Absent: Councilmembers Christensen, Dickerson, Councilmembers Childs, Moore Councilmembers Ratty, Smith Salvaggio Councilmember Dickerson made a motion that the Council go on record in the form of a Resolution with a una- nimous vote recommending wholeheartedly that we have an Administration Building on Truxtun Avenue and with all possible diligence this Council is extremely interested in seeing that come to pass. Upon a motion by Councilmember Christensen, the call for the question was approved. Councilmember Dickerson's motion that the Council go on record, in the form of a Resolution, with a unanimous vote recommending wholeheartedly that we have an Administration Building on Truxtun Avenue with all possible diligence that this Council is extremely interested in seeing that come to pass, was approved. ADJOURNMENT There being no further business to come before Council, upon a motion by Councilmember Christensen, the meeting was adjourned at 6:40 p.m. the MAYOR'of the City of Bakers-g'ield,~'C~lif.
