Minutes of a workshop session of the Council of the City
of Bakersfield, California, held in the Council Chambers of City
Hall at 7:00 p.m, February 26, 1986.
The meeting was called to order by Mayor Payne.

Mayor Payne stated that this meeting was called to allow
staff an opportunity to provide Council with information regarding
several subjects.
BAKER STREET
Councilmember Christensen spoke regarding Baker Street
problems.
ANNEXATION POLICY AND STATUS REPORT
Councilmember Dickerson made a motion to discuss the
annexation of six and one-half square miles south of the city.
Mayor Payne did not recognize the motion.
Councilmember Dickerson made a motion to deviate from
the agenda. This motion was approved with Councilmembers Moore
and Smith voting no.
Councilmember Dickerson asked staff to provide Council
with information regarding the annexation of six and one-half
square ~nile area south of the city.
ASSESSMENT DISTRICT FINANCING
Richard Hargrove, Bond Counsel, spoke regarding
Assessment District Financing.
Councilmember Christensen made a motion to deviate from
the agenda. This motion was unanimously approved.
Councilmember Christensen made a motion to repeal the
current Sign Ordinance.
Councilmember Moore made a substitute motion to defer
this matter to the next Council meeting; staff to make a presen-
tation on the history of the Sign Ordinance; and staff to submit
list of companies that complied over the last ten years.

Councilmember Dickerson questioned staff about helping

Pursuant to Section 14 of the City Charter, which states
that in case of a tie vote by the Council, the Mayor shall cast
the deciding vote, Mayor Payne voted no.
Councilmember Moore made a motion to review the Sign
Ordinance and direct staff to make a presentation to the Council
on March 19, 1986.
Councilmember Moore made a motion to call for the
question which was unanimously approved.

Councilmember Dickerson made a motion to deviate from
the agenda for a discussion regarding National League of Cities
meetings. This motion was approved by unanimous vote.
Councilmember Dickerson made a motion to allow
Councilmembers to attend the National League of Cities
on March 10-11. This motion was defeated by the following roll
call vote:

Councilmember Childs requested staff to determine the
cost of the National League of Cities Conference.
Councilmember Dickerson requested staff to find out what
cities are attending.
Councilmember Salvaggio made a motion to deviate from
the agenda. This motion was unanimously approved.

Upon a motion by Councilmember Childs, the Council
recessed to a Closed Session at 10:30 p.m., for the purpose of
discussing pending litigation pursuant to Government Codes Section
54956.9. The workshop session was reconvened at 10:45 p.m.
ADJOURNMENT
There being no further business to come before the
Council, upon a motion by Councilmember Christensen, the meeting
was adjourned at 10:46 p.m.
