NEW SERIES
AN EMERGENCY ORDINANCE OF THE COUNCIL OF THE
CITY OF BAKERSFIELD AMENDING SUBSECTION 14 OF
SECTION 5.16.070 OF THE BAKERSFIELD MUNICIPAL
CODE RELATIVE TO THE REGULATION OF CARDROOMS.
WHEREAS, the amendment to Chapter 5.16 of the Bakersfield
Municipal Code set forth hereinbelow is designed to eliminate
potential obstacles to the enforcement of the provisions of, and
to achieving the primary objectives of, such chapter; and
WHEREAS, in order to permit effective law enforcement,
this amendment requires adoption of an emergency ordinance to pro-
tect the health, safety and welfare of the community.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City
of Bakersfield as follows:
SECTION 1.
Subsection 14 of Section 5.16.070 of the Bakersfield
Municipal Code is hereby amended to read as follows:
5.16.070 Regulations.
14. No person who has engaged in or been convicted
of bookmaking, sale of controlled substances, illegal gambling
activities or any conviction involving a crime of moral turpitude,
or whose presence in or about gaming clubs would be inimical to the
interests of legitimate gaming, shall be permitted in a cardroom.
SECTION 2.
This Ordinance is an emergency ordinance for the immedi-
ate preservation of the public health, peace, property, safety and
general welfare and shall be effective immediately upon passage of
this Ordinance.

I HEREBY CERTIFY that the foregoing Ordinance was passed
and adopted by the Council of the City of Bakersfield at a regu-
lar meeting thereof held on the 10th day of July , 198--5, by
