Minutes of a special meeting of the Council of the City
of Bakersfield and the Planning Commission, held in the Police
Department Training Room, 1601 Truxtun Avenue, at 7:00 p.m., March
27, 1986.
Principal Planner Barry Hand called the roll of the City
Council as follows:
Present: Councilmembers Childs, Christensen, Dickerson, Moore,
Salvaggio, Smith
Absent: Mayor Payne. Councilmember Ratty
Planning Commissioners:
Present: Commissioners Weaver, Patrick, Stillman, Cohn
Absent: Commissioners Milazzo, Rust, Gronbeck
INTRODUCTIONS
City Manager Caravalho provided opening remarks
regarding the joint meeting.
Principal Planner Barry Hand explained the metropolitan
nature of the 2010 General Plan Update including participation by
the County, Kern County Council of Governments, and Golden Empire
Transit.
Woody Techer, of Envicom, introduced the consultant
team.
CO. UNITY PARTICIPATION UPDATE
Charles Campbell, of Envicom, summarized the community
participation process.
WORKSHOP EXERCISE
During the workshop exercise,
Planning Commissioners expressed their
desires for the future of Bakersfield.

Principal Planner Hand provided summary remarks stating
that over 200 citizens had participated in the neighborhood
workshops and that the public hearing for the Draft General Plan
is scheduled for January, 1987.
