HomeMy WebLinkAbout04/30/1986 MINUTES CCBakersfield, California, April 30, 1986 Minutes of a workshop session of the Council of the City of Bakersfield, California, held in the Council Chambers of City Hall at 7:00 p.m., April 30, 1986. The meeting was called to order by Vice-Mayor Childs. Present: Councilmembers Childs, Christensen, Dickerson, Moore, Ratty, Salvaggio, Smith Absent: Mayor Payne DEFERRED BUSINESS Agreement with County of Kern to Establish the Fair Housing Program within the County Department of Weights and Measures. This item was deferred from the meeting of April 16, 1986. Councilmember Moore made a motion to take the same action as the Board of Supervisors which included the Parents Without Partners on the Advisory Committee. Supervisor Mary K. Shell indicated that Councilmember Moore's motion was an accurate description of the Board's action. Councilmember Salvaggio made a substitute motion to approve agreement with the County as modified and authorize the Mayor to sign; approve proposed bylaws as modified for the Fair Housing Advisory Committee; and authorize staff to take necessary actions to establish the Fair Housing Program at the County Department of Weights and Measures. David Bureiaga, P.O. Box 6332, spoke regarding the Fair Housing Program Nancy Burciaga, P.O. Box 6332, spoke regarding the Fair Housing Program. Barbara Dewey, President of the League of Women Voters, indicated that the League of Women Voters could submit more than one name to the Advisory Committee, and then the Committee would select a name. Councilmember Moore withdrew his motion. Councilmember Salvaggio's motion to approve agreement with the County as modified and authorize the Mayor to sign; approve proposed bylaws as modified for the Fair Housing Advisory Committee; and authorize staff to take necessary actions to establi~;h the Fair Housing Program at the County Department of Weights and Measures, was unanimously approved. Councilmember Moore made a motion that Parents Without Partners should be given serious consideration if a vacancy occurs on this Advisory Committee. This motion was unanimously approved. Councilmember Salvaggio stated that Program is something that the City should be everyone who participated. the Fair Housing proud of and thanked RECESS Vice-Mayor Childs recessed the meeting at 7:32 p.m. The meeting was reconvened at 7:40 p.m. Bakersfield, California, April 30, 1986 - Page 2 COST/REVENUE STUDY City Manager Caravalho introduced Doug Ayers, President of Management Services Institute. Doug Ayers described the Cost/Revenue Study and answered questions of the Council. Councilmember Ratty made a motion that the Cost/Revenue Study be referred to the Budget and Finance Committee and come back to Council with recommendations of ways to proceed with the report and recommendations as to how to get feedback from those who will be impacted by the report. This motion was unanimously approved.
