AN EMERGENCY ORDINANCE OF THE COUNCIL OF THE
CITY OF BAKERSFIELD AMENDING SECTION 5.12.200
OF THE BAKERSFIELD MUNICIPAL CODE RELATIVE TO
HOURS AND DAYS OF OPERATION OF BINGO GAMES.
WHEREAS, bingo games have been authorized in the City
of Bakersfield pursuant to state law and local ordinance; and
WHEREAS, the City desires to allow the playing of bingo
in a manner that will allow many qualified organizations to
participate without becoming a burden on public services and
public funds; and
¢~EREAS, bingo playing is allowed in any zone within
the City of Bakersfield; and
WHEREAS, in order to allow the broadest availability of
Bingo to qualified organizations, the City desires to continue to
allow bingo in any zone; and
WHEREAS, bingo playing at one location could, as a
result of the nature and character of the activity, create foresee-
able public peace problems and neighborhood degredation resulting
in additional law enforcement services and diminution of property
values; and
~EREAS, such potential problems can be alleviated by
reasonable restrictions on the frequency of bingo playing at any
one location; and
WHEREAS, the public welfare and property protection can
best be achieved by restricting the playing of bingo at any one
location to once per week; and
WHEREAS, it is believed that certain organization(s)
are preparing to play bingo in the City of

NOW, THEREFORE, BE IT ORDAINED by the Council of the
City of Bakersfield as follows:
SECTION 1.
Section 5.12.200 of the Bakersfield Municipal Code is
hereby amended to read as follows:
5.12.200 Hours and days of operation.
No licensee shall conduct bingo Games more than six
hours out of any twenty-four-hour period, nor more than once per
week; further, no location, including a single buildinG or a
series of contiguous rooms or buildings, shall be utilized to
conduct bingo Games more than six hours out of any twenty-four-
hour period nor more than once per week. No bingo game shall be
