RESOLUTION NO.
AMENDMENT NO.1 TO RESOLUTION NO. 266-06 DISPENSING WITH
BIDDING PROCEDURES DUE TO EMERGENCY ASBESTOS ABATEMENT
WITHIN THE VENTILATION SYSTEM AT CITY HAll NOT TO EXCEED
$239,000.

WHEREAS, on October 11, 2006, City Council adopted Resolution No. 266-06
dispensing with bidding to abate asbestos containing material (ACM) in some equipment that
is part of the heating ventilation and air conditioning (HV AC) system within the ventilation ducts
in various locations at City Hall, and
WHEREAS, on Tuesday, October 24, 2006, General Services received a cost estimate
from A.S.I., Inc., for the required duct cleaning; and
WHEREAS, on Wednesday, October 25, 2006, at a meeting called by General
Services, including Dresser Services, the City's on-call consultant, and A.S.I., Inc., staff
determined that duct cleaning was necessary. Additional air sampling within the City Hall
building would also be required at additional expense; and
WHEREAS, A.S.I., Inc., does not perform duct cleaning services and will need to
subcontract this work at an additional expense; and
WHEREAS, the Public Works Director having declared this problem an emergency has
authorized A.S.I., Inc, a licensed and bonded asbestos abatement company to, employ a
subcontractor to clean ducts; and Dresser Services to perform additional air monitoring. Total
amended costs for this project will not exceed $239,000.
NOW, THEREFORE, BE IT RESOLVED AS FOllOWS:
1. The above recitals are true and correct and incorporated herein by reference.
2. Resolution No. 266-06 is hereby amended to allow the hiring of a subcontractor
to perform duct cleaning services, and additional air monitoring service by
Dresser Services. This will increase the estimated cost from $175,000 to
$239,000.
