AN ORDINANCE OF THE CITY OF BAKERSFIELD, CALI-
FORNIA, DECLARING THE NEED FOR AN I~DUSTRIAL
DEVELOP}~NT AUT~ORITY TO FUNCTION IN SAID CITY,
AND DECLARING T~E CITY COUNCIL OF SAID CITY TO
BE SAID AUTHORITY.
The City Council of the City of Bakersfield DOES
ORDAIN as follows:
WHEREAS, the City Council pursuant to
Industrial Development Financing Act may wish to
the issuance of revenue bonds,
in acquiring, constructing, or
energy development facilities,
~EREAS, the City Council, under certain powers granted
by {he Charter, and, for the mutual benefit of the people of the
City, in order to provide a balanced economic base, employment
opportunities, and to protect the health, welfare and safety of
the City, may determine it to be in the interest of the City to
issue revenue bonds, and;
WHEREAS, said revenue bonds, so issued, shall not con-
stitute a debt, liability,
NOW, THEREFORE,

BE IT RESOLVED by the City Council of

SECTION I
In accordance with the California Industrial Development
Financing Act (Title ]0, commencing with Section 91500 of the
Government Code of the State of California) (the "Act"), this City
Council hereby finds and declares that there is a need for an in-
dustrial development authority to function in the City of Bakersfield.
SECTION II
This City Council hereby further declares that an In-
,]ustrial Development ^.uthority shall function in the City of Bakers-
field, in accomplishment of the purposes provided in the Act, and
to carry out and complete projects and perform and exerci~e deriva-
tive obligations and powers as set forth in the Act.
SECTION III
This City Council hereby further declares itself to
be the board of directors of such Industrial Development Authority,
and all the rights, powers, privileges, duties, liabilities, dis-
abilities, and inrnunities vested in such a board under the Act
shall be vested in this City Council as such board.
SECTION IV
The Authority established in the City of Bakersfield
by the Act and authorized to transact business and exercise its
powers thereunder by this Ordinance shall be known as the "Indu-
strial Development Authority of the City of Bakersfield."
SECTION V
The City Clerk shall certify to the passage of this
Ordinance, and shall cause this Ordinance to be published once,
within 15 days after its passage, in the Bakersfield Californian,
a newspaper of general circulation in the City of Bakersfield.
