BE IT ©RDAINED by the Council of the City of Bakersfield as follows: SECTION 1. Section 17.28.020B of the Bakersfield Municipal Code is hereby amended to read as follows: 17.28.020 Uses Permitted. B. A use which does riot produce, cause or emit any fumes, odor, dust, smoke, gas, noise or vibrations which are or may be detrimental to properties in the neighborhood or to the welfare of the occupants thereof; Animal hospitals, kennels and veterinaries; Automobile and light truck, two-axle vehicles, parking and storage; Automobile assembling, body and fender works, painting, upholstering, dismantling and used parts storage, when operated or maintained wholly within a building; Bakeries; Boat building; Bottling plant; Building materials storage yards; Cabinet or carpenter shop; Carpet, awning, blinds, mattress or upholstery shops, including cleaning and repair; Concrete batch plants, portable, not to exceed two-yard capacity; Contractor's plants and storage yards; Distributing plants; Electric welding and electroplating; Frozen food lockers; Furniture and automobile upholstering operations not confined wholly to a building; Ice and cold storage plants; Laboratories, experimental research and testing; Laundries, cleaning and dyeing plants; Lumber yards (subject to Section 17.52.180); Machine shops (except punch presses of over twenty tons rated capacity, drop hammers and automatic screw machines); Paint mixing plants (not employing a boiling process); Public utilities service yards, power plants or (~istributing stations; Rubber fabrication or products made from finished rubber; 25. 26. 27. 28. 29. 30. 31. 32. Sheet metal shops; Stone monument works; Storage spaces for transit and transportation equipment; Tool rental and equipment; Truck repairing and overhauling shops; Welding, metal fabricating and blacksmith shops; Wholesale businesses, storage buildings and ware- houses; Manufacturer of: a. Arts and crafts; b. Billboards and advertising structures, electric neon signs; c. Ceramic products; d. Clothing or garments; e. Cosmetics, perfumes and toiletries, drugs and pharmaceuticals; f. Electronic instruments and devices, radios, televisions, phonographs and business machines; g. Food products (except the rendering or refining of fats or oils); h. Furniture; i. Musical instruments and toys; j. Prefabricated buildings; k. Shoes; 1. Soap (cold mix only ; m. Textiles; Manufacture, compounding, assembling or treatment of articles or merchandise from the following previously prepared materials: Bone, cellophane, canvas, cloth, cork, feathers, felt, fibre, fur, glass, hair, horn leather, paper, plastics, precious or semi-precious metals or stones, shell, textiles, tobacco, wood, yarns and paint, not employing a boiling process. SECTION 2. Section 17.28.030 of the Bakersfield Municipal Code is hereby amended to read as follows: 17.28.030 Uses Permitted Subject to Conditional Use Permit. The following uses may be permitted subject to s Conditional Use Permit in accordance with the procedures provided for in Chapters 17.64 and 17.66 of this Title: B. C. D. E. F. Agricultural packing plants (vegetables and fruits); Aircraft and automobile factories (no foundties); Automobile parts manufacturer; Battery manufacturer; Breweries and distilleries; Clinics, hospitals, sanitariums or other buildings for contagious, mental, drug or liquor addict csses; Equestrian establishments, stables, riding academies, schools or amusements; Freighting or trucking yards or terminals; K. L. M. Livestock slaughtering and processing wholly within a building; Machine shops, including punch presses and automatic screw machines; Planing mills; Residential dwellings; Tire rebuilding, recapping and retreading plants. SECTION 3. Chapter 17.28 of the Bakersfield Municipal Code is hereby amended by adding Section 17.28.035 to read as. follows: 17.28.035 Site Plan Review. All permitted and ccnditional uses pursuant to this Chapter shall be subject to site plan review as provided in Chapter 17.53. SECTION 4. This ordinance shall be posted in accordance with the City Charter provisions and shall become effective thirty (30) days from and after the date of its passage. ......... o0o .........
