Q~55 NEW SERIES AN EMERGENCY ORDINANCE OF THE COUNCIL OF THE CITY OF BAKERSFIELD AMENDING CHAPTER 3.18 OF THE MUNICIPAL CODE BY RESCINDING AND AMENDING CERTAIN SECTIONS, ALL IN RELATION TO COMPENSATION FOR OFFICERS AND EMPLOYEES OF THE CITY OF BAKERSFIELD. BE IT ORDAINED by the Council of the City of Bakersfield as follows: SECTION 1. Section 3.18.095 relating to Incentive Pay, Section 3.18.110(e) relating to Shift Differential and Section 3.18.156 relating to Ready Stand-By are hereby rescinded. SECTION 2. Section 3.18.110(b) of the Municipal Code of the City of Bakersfield is amended to read as follows: (b) Temporary Assignments. Permanent employees may be assigned to perform the duties of a higher class provided such assignment is made in accordance with a Temporary Assignment Policy previously approved by the City Council. Such assignment shall result in not more than a five percent (5%) salary increase per grade temporarily assigned above permanent assignment. SECTION 3. Section 3.18.110(c)(1) of the Municipal Code of the City of Bakersfield is amended to read as follows: (c)(1) Leadman Responsibilities. When an employee in the classification of Light Equipment Operator, Heavy Equipment Operator, Tree Maintainer II, Sewer Maintainer, Maintenance Craft Worker I, Maintenance Craft Worker II or Spray Rig Operator is assigned to leadman responsibilities for the majority of a shift to a project, truck or job, he shall receive a salary adjustment increase of five percent (5%) during the period of such assign- ment. SECTION 4. Section 3.18.190(b)(3) of the Municipal Code of the City of Bakersfield is amended to read as follows: (b)(3) Fire Department safety employees who are required to work on twenty-four hour duty shifts shall accrue vacation leave at the following rates: (A) First four years: .180 of a twenty-four hour duty shift bi-weekly to yield 4.68 twenty-four hour shifts annually; (B) Five through nineteen years: .270 of a twenty- four hour duty shift bi-weekly to yield 7.02 twenty-four hour duty shifts annually; (C) Twenty years or more: .360 of a twenty-four hour duty shift bi-weekly to yield 9.36 twenty-four hour duty shifts annually. leave in ments. Section 3.18.200(g)(3) of the Municipal Code of the City of Bakersfield is amended to read as follows: (g)(3) One Hundred Twenty Days and Equivalent Shifts or Over Unused Accumulated Sick Leave. All unused sick leave earned during the calendar year over one hundred twenty days or equivalent shifts accumulated will be converted into additional vacation time at the following rates: Management Unit, Blue Collar General Employees Supervisory Unit and seventy-five percent Unit, White Collar Unit, Police Supervisory Unit (75%) of the unused balance. at 2m Fire Unit, Fire Supervisory Unit and Police Unit employees at fifty percent (50%) of the unused balance. Fire Unit and Fire Supervisory Unit employees who do not use any sick leave for an entire calendar year will receive one hundred percent (100%) of their unused sick leave in pay as additional vacation. An employee in the Fire Unit who uses any part of his sick leave during the calendar year will revert back to fifty percent (50%) conversion of his unused sick leave. An employee in the Fire Supervisory Unit who uses any part of his sick leave during the calendar year will revert back to seventy- five percent (75%) conversion of his unused sick leaw~. SECTION 6. Section 3.22.020 of the Municipal Code Bakersfield is amended to read as follows: 3.22.020 Group medical insurance. (a) of the City of City payment. The City of Bakersfield shall maintain or contract for a medical insurance and employees of the City. (b) Who is covered. All officers program for officers and employees of the City electing to be covered by the City's medical program except members of boards, commissions or agencies and part-time or temporary officers and employees. (c) Salary deduction. Any eligible officer or employee of the City who elects to participate in the City's medical insurance program may authorize deductions to be made from his or her salary for payment of additional premium charges for family coverage, which deductions shall be paid by the Finance Director to the carrier of the group insurance. (d) Firefighters insurance. The City of Bakersfield, upon request of any City firefighter, will pay to Firefighters' Union Local Number 1301 an amount equal to that paid pursuant to the annual Salary Resolution for an officer or employee of the 3e City. Such amount shall be in place of and not in addition to any other medical insurance paid by the City for group medical insurance. Such amounts are to be utilized for medical insurance coverage as contracted for by Local No. 1301. This ordinance meaning of Section 24 of SECTION 7. is an Emergency Ordinance within the the City Charter and is to take effect upon passage by the City Council. ......... o0o .........
