A RESOLUTION OPPOSING THE LIST OF
RECOMMENDED IMPROVEMENT PROJECTS
FOR THE 2006 STATE ROUTE 99 BOND ACT
PROGRAM.
RECITALS
WHEREAS, the voters of the State of California, including the voters in the County
of Kern, approved Proposition 1 b that designated $1 billion for improvements to State
Route 99 in the San Joaquin Valley and Sacramento Valleys on November 7, 2006; and
WHEREAS, Proposition 1 b required the California Department of Transportation
(Caltrans) to develop a list of recommended improvement projects that would provide for
safety, operational enhancements, rehabilitation, or capacity improvements necessary to
improve the State Route 99 corridor, and to submit this list to the California Transportation
Commission (CTC) for adoption; and
WHEREAS, Proposition 1 b also required that Caltrans consult with the regional
transportation planning agencies in the San Joaquin and Sacramento Valleys, including the
Kern Council of Governments (KernCOG), regarding projects to be included in this list; and
WHEREAS, the CTC adopted the guidelines for the State Route 99 Bond Act
Program at their meeting on December 13 2006; and
WHEREAS, the CTC guidelines for the State Route 99 Bond Act Program state that
the CTC expects that project nominations, to be submitted by Caltrans from the San
Joaquin Valley for the list of recommended improvement projects, will be consistent with
the Caltrans State Route 99 Business Plan Element of the Master Plan; and
WHEREAS, the Caltrans State Route 99 Business Plan Element of the Master Plan
established project priority Categories 1 through 4; and
WHEREAS, KernCOG submitted to Caltrans a Category 2 project that was identified
as the widening of State Route 99 from 6 to 8 lanes from Wilson Road to State Route 119;
and
WHEREAS, Caltrans has now distributed the final draft of the list of recommended
improvement projects for the State Route 99 Bond Act Program, and the list does not
include the KernCOG submitted Category 2 project but the list does include a lower
category project and a non-categorized project both located in other regions of the San
Joaquin Valley.

1. The above recitals are true and correct and are incorporated herein by
reference.
2. The list of recommended improvement projects for the State Route 99 Bond
Act Program does not comply with the project priority Categories established
by the Caltrans State Route 99 Business Plan Element of the MasterPlan as
referenced in the guidelines for the Program adopted by the CTC.
3. The City Council opposes the list of recommended improvement projects for
the State Route 99 Bond Act Program.
4. The City Council directs that a copy of this resolution shall be forwarded to
the California Department of Transportation, California Transportation
Commission, appropriate members of the Legislature, and the Governor.
