ROLL CALL Present: Commissioners Lomas, Blockley, Johnson, McGinnis, Spencer, Tkac, Tragish Advisory Members: Bob Sherfy, Jim Movius, Marian Shaw, Janice Horcasitas Staff: Jim Eggert, Robin Gessner, Jennie Eng 2. PLEDGE OF ALLEGIANCE: 3. PUBLIC STATEMENTS: None. 4. CONSENT CALENDAR: 4.1 Non-Public Hearing Items 4.1 a Approval of minutes for Planning Commission meeting of January 4, 2007. Commissioner Tragish inquired about page two, Agenda item 5.1d, which indicates that Commissioner Lomas explained the City of Shafter letter and documents. Commissioner Tragish expressed some confusion as to the cryptic nature of this particular comment in the Minutes. He states that his recollection was that Commissioner Lomas gave a history of the procedure and addressed her concerns about it and how she felt about it. He inquired if this item in the Minutes could be expounded upon and/or modified to be more clear. Mr. Movius responded that they could go back and put more information in. Mr. Sherfy indicated that those Minutes can be approved at the next meeting after they are revised. 4.2 Public Hearing Items 4.2a Approval of Extension of Time — Vesting Tentative Tract 6283 (Delmarter and Deifel) 4.2b Receive and File Planning Director's Report Regarding Modification to a PD Plan located at 11000 Olive Drive. (Admin #07-0063) 4.2c Approval of Administrative Review (06-2188) — Master Parks and Trails Plan for Ashe #4 (McIntosh &Associates) 4.2d Approval of Revised Vesting Tentative Tract Map 6559 (Stantec) 4.2e Approval of Vesting Tentative Tract Map 6741 (McIntosh &Associates) 4.2f Approval of Vesting Tentative Tract 6742 (McIntosh &Associates) 4.2g Approval of Vesting Tentative Tract Map 6744 (McIntosh &Associates) Planning Commission — February 1, 2007 Page 2 4.2h Approval of Vesting Tentative Tract Map 6745 (McIntosh &Associates) 4.2i Approval of Tentative Tract Map 6780 (Cornerstone Engineering, Inc.) The public hearing is opened, no one from the audience requested removal of a consent item. Commissioner Tkac abstained from voting on 4.2a due to a potential conflict of interest. The public hearing is closed, except for items 4.2c, 4.2e, 4.2f, 4.2g and 4.2h. Commissioner Blockley moved, seconded by Commissioner Tragish, to approve Consent Calendar Items 4.2a, 4.2b, 4.2d and 4.2i, and to continue items 4.2c, 4.2e, 4.2f, 4.2g and 4.2h to March 1, 2007. Motion carried by group vote with Commissioner Tkac abstaining 5. PUBLIC HEARING —ADMINISTRATIVE REVIEW 5.1 Administrative Review (06-2188) — Master Parks and Trails Plan for Ashe #4 (McIntosh & Associates) Heard on Consent Calendar. 6. PUBLIC HEARINGS —Tentative Tract Maps/Vesting Tract Maps 6.1 Revised Vesting Tentative Tract Map 6559 (Stantec) Heard on Consent Calendar. 6.2 Vesting Tentative Tract Map 6741 (McIntosh &Associates) Heard on Consent Calendar. 6.3 Vesting Tentative Tract 6742 (McIntosh &Associates) Heard on Consent Calendar. 6.4 Vesting Tentative Tract Map 6744 (McIntosh &Associates) Heard on Consent Calendar. 6.5 Vesting Tentative Tract Map 6745 (McIntosh &Associates) Heard on Consent Calendar. 6.6 Tentative Tract Map 6780 (Cornerstone Engineering, Inc.) Heard on Consent Calendar. 7. COMMUNICATIONS: Mr. Movius explained that depending on when projects were deemed complete some of the projects on the next agenda will be posted. Staff indicated that at the next meeting there will be an ordinance for the large retail development standards having to do with the aesthetics of commercial shopping centers and parking lots. Mr. Movius also indicated that the GPA cycle has been split between 2 meetings. Planning Commission — February 1, 2007 Page 3 8. COMMISSION COMMENTS: Commissioner Lomas thanked Jim Eggert for working so diligently on the big box ordinance. 9.
